Zhang Wei currently serves as the Party Secretary and Director-General of Beijing Municipal Commission of Planning and Natural Resources. He is also the Director-General of the Capital Planning and Construction Committee Office and Chief Supervisor of Beijing Municipal Commission of Planning and Natural Resources (concurrently).

Zhang oversees the overall work of the Commission and is responsible for audit, municipal traffic and infrastructure planning and management, and standardization.

Zhang works in liaison with Beijing Municipal Institute of City Planning and Design.

Liu Yumin currently serves as a member of the Party Leadership Group of the Beijing Municipal Commission of Planning and Natural Resources and as Executive Deputy Director (department-level) of the Capital Planning and Construction Committee Office.

He is responsible for the day-to-day operations of the Office and oversees the Division for the Protection of Famous Historical and Cultural Cities.

Zhou Tongwei serves as the Deputy Secretary of the Party Leadership Group of Beijing Municipal Commission of Planning and Natural Resources, as well as the Commission’s Deputy Director-General.

Zhou oversees the HR Division, Party Affairs Division (Party Building Division), Discipline Division (Discipline Inspection Office of the Party Leadership Group), Workers’ Union, Retirees’ Office, Beijing Land Storage Center, and the Commission’s Publicity Center. He is also in charge of office affairs, ecological restoration, mineral resources management, geological exploration, and finance-related issues. He further oversees matters related to natural resources rights registration, petition handling, information disclosure, and comprehensive administrative affairs.

Zhou works in liaison with the Beijing Urban-Rural Fringe Area Construction Leadership Team Office and the Commission’s Changping Branch.

Yang Jun is a member of the Party Leadership Group of Beijing Municipal Commission of Planning and Natural Resources and serves as the Commission’s Deputy Director-General.

Yang oversees the Detailed Planning Division (Urban Renewal Division), Rural Planning Division, Planning Implementation Division II, and Planning Implementation Division III.

She works in liaison with the Commission’s Tongzhou Branch, Daxing Branch, and the Branch in Beijing Economic-Technological Development Area.

Chen Shaoqiong currently serves as a member of the Party Leadership Group and Deputy Director-General of Beijing Municipal Commission of Planning and Natural Resources.

She is currently seconded to the People’s Government of Fengtai District.

Shi Xiaodong is currently a member of the Party Leadership Group of Beijing Municipal Commission of Planning and Natural Resources, Deputy Party Secretary and President (Deputy Bureau Level) of Beijing Municipal Institute of City Planning and Design, and Chief Planner (concurrently) of Beijing Municipal Commission of Planning and Natural Resources.

Shi Xiaodong oversees the overall work of Beijing Municipal Institute of City Planning and Design and is in charge of the Research Office (Publicity Division), Master Planning Division, Urban Design Division, Place Names and Geographic Information Management Division, Survey and Design Management Division, Secretariat of the Urban Work Office of the CPC Beijing Municipal Committee, and Beijing Municipal Planning Exhibition Hall.

He assists in overseeing the Commission’s Publicity Center.

Qin Mingjian currently serves as a member of the Party Leadership Group and Deputy Director-General of the Beijing Municipal Commission of Planning and Natural Resources.

She oversees the Legal Affairs Division and the Planning and Natural Resources Supervision Office (Beijing Municipal Supervision Office for Planning and Natural Resources).

Qin assists in overseeing the Commission’s Audit Division and works in liaison with the Commission’s Shunyi Branch and Pinggu Branch.

Sun Longguang is currently a member of the Party Leadership Group of the Beijing Municipal Commission of Planning and Natural Resources and Deputy Director-General of the Commission.

He oversees the Division of Natural Resources Survey and Monitoring, the Division of Natural Resources Protection, the Division of Land Surveying and Mapping, the Division for Specialized Governance Coordination, and the Commission’s Law Enforcement Corps.

He is also responsible for liaison with the Beijing Institute of Surveying and Mapping, as well as the Commission’s Huairou, Miyun, and Yanqing branches.

Hu Bo currently serves as Executive Deputy Director (Deputy Bureau Level) of the Capital Planning and Construction Committee Office.

He oversees the Office’s Secretariat, the Policy Research Division (Expert Liaison Office), and the Planning Division for the Core Functional Area of the Capital.

Hu works in liaison with the Commission’s Dongcheng Branch.

Zhang Yaqin currently serves as Level-I Counsel of Beijing Municipal Commission of Planning and Natural Resources.

She assists in overseeing the Commission’s Comprehensive Traffic Planning Management Division, Rail Transit Planning Management Division, Municipal Facilities Planning Management Division, and Beijing Urban and Rural Planning Standardization Center.

Ding Xiao currently serves as Level-I Counsel of the Beijing Municipal Commission of Planning and Natural Resources.

He assists in overseeing the General Office, the Land and Spatial Ecological Restoration Division (Mineral Resources Management Division), the Geological Exploration Management Division, the Finance Division, and the Beijing Center for Natural Resources Management and Restoration.

He is also responsible for liaison with the Beijing Institute of Geology and Mineral Exploration and the Commission’s Mentougou and Fangshan branches.

Zhou Xufeng serves as a Level-II Counsel of Beijing Municipal Commission of Planning and Natural Resources.

He oversees the Natural Resources Rights Registration Division, the Petition and Information Disclosure Division, Beijing Real Estate Registration Center, and the General Affairs Center of Beijing Municipal Commission of Planning and Natural Resources.
