Zhang Wei currently serves as the Party Secretary and Director-General of Beijing Municipal Commission of Planning and Natural Resources. He’s also the Director-General of Capital Planning and Construction Committee, and Chief Supervisor of Beijing Municipal Commission of Planning and Natural Resources.

Zhang oversees the general management of the Commission , rectification of issues identified independently and by Central Inspection Teams, as well as audit and management of municipal traffic and infrastructure planning.

Zhang is responsible for liaison with Beijing Municipal Institute of City Planning and Design.

Liu used to serve as the Director of the Planning and Construction Department of the Organizing Committee of Beijing 2022 Winter Olympics and Paralympic Games, he is a member of the Party Leadership Group of the Beijing Municipal Commission of Planning and Natural Resources, and Deputy Director-General (bureau level) of the Capital Planning and Construction Committee.

Liu is in charge of the day-to-day management of the Capital Planning and Construction Committee. He oversees the Committee’s Government Function Planning Division, Historical and Cultural Cities Protection Division, the Army Project Coordination Division, and Planning Execution Division I.

Liu works in liaison with the Commission’s Xicheng Branch and Haidian Branch.

Zhou Tongwei serves as the Deputy Secretary of the Party Leadership Group of Beijing Municipal Commission of Planning and Natural Resources, as well as the Commission’s Deputy Director General.

Zhou oversees Commission’s HR Division, Party Affairs Division (former Party Building Division), Discipline Division (Discipline Inspection Office of the Party Leadership Group), Workers’ Union, Retiree’s Office, Beijing Land Storage Center, as well as the Commission’s Publicity Center. Zhou is in charge of office affairs, ecological restoration, geological surveying and finance-related issues.

Zhou works in liaison with Beijing Urban-Rural Fringe Area Construction Leadership Team Office and the Commission’s Mentougou Branch.

Yang Jun is a member of the Party Leadership Group of Beijing Municipal Commission of Planning and Natural Resources, and serves as the Commission’s Deputy Director-General.

Yang overseas the Detailed Planning Division (Urban Renewal Division), Rural Planning Division, Planning Execution Division II and III.

She works in liaison with the Commission’s Tongzhou Branch.

Chen Shaoqiong currently serves as a member of the Party Leadership Group, and Deputy Director-General of Beijing Municipal Commission of Planning and Natural Resources.

She oversees the Commission’s Legal Affairs Department, Administrative Approval Coordination Office (Archives Management Office), Construction Project Verification Office, Engineering Project Fire-control Design Review Office, Administrative Service Center of the Commission as well as Beijing Urban Construction Archives Center (Beijing Archives Center for Planning and Natural Resources).

Chen works in liaison with the Commission’s Yanqing Branch.

Shi Xiaodong is currently a member of the Party Leadership Group of Beijing Municipal Commission of Planning and Natural Resources, and Party Secretary and President (Deputy Bureau Level) of Beijing Urban Planning and Design Institute, and Chief Planner (concurrently) of Beijing Municipal Commission of Planning and Natural Resources.

Shi Xiaodong oversees the general work of Beijing Municipal Institute of Urban Planning and Design and is in charge of the Research Office (Publicity Division), Master Planning Division, Detailed Planning Division (Urban Renewal Division), Rural Planning Division, Urban Planning Division, the Secretariat of the Urban Work Office of the CPC Beijing Municipal Committee, and Beijing Municipal Planning Exhibition Hall.

He assists in the management of the Commission’s Publicity Center.

Shi Xiaodong works in liaison with the Commission’s Daxing District Branch and the Branch in Beijing Economic-Technological Development Area. 

Qin Mingjian currently serves as Deputy Chief Inspector (Deputy Bureau Level) of Beijing Municipal Commission of Planning and Natural Resources.

She oversees the Commission’s Planning and Natural Resources Supervision Office, (Beijing Municipal Supervision Office for Planning and Natural Resources).

Qin assists in the management of the Commission’s Audit Division and works in liaison with the Commission’s Shunyi Branch and Pinggu Branch.

Sun Longguang is currently a member of the Party Leadership Group of the Beijing Municipal Commission of Planning and Natural Resources and Deputy Director-General of the Commission.

He is in charge of the Natural Resources Surveying and Monitoring Division, Natural Resources Protection Division, the Specialized Management Coordination Division, and the Law Enforcement Squad of the Commission.

Sun works in liaison with the Commission’s Huairou Branch and Miyun Branch.

Hu currently serves as the Executive Deputy Director of the Capital Planning and Construction Committee (Deputy Bureau Level.)

Hu is in charge of the Committee’s Secretariat, the Policy Research Division (Expert Liaison Office), and the Committee’s Planning Division for Core Functional Area of the Capital.

Hu works in liaison with the Commission’s Dongcheng Branch. 

Xiao Ping is currently a Level-I Counsel of Beijing Municipal Commission of Planning and Natural Resources.

Xiao oversees the rectification of issues in the field of planning and natural resources.

He works in liaison with the Commission’s Changping Branch.

Zhang Yaqin currently serves as Level-1 Counsel of Beijing Municipal Commission of Planning and Natural Resources.

She assists in overseeing the Commission’s Comprehensive Traffic Planning Management Office, Rail Transit Planning Management Office, Municipal Facilities Planning Management Office, and Beijing Urban and Rural Planning Standardization Office.

Ding Xiao currently serves as Level-1 Counsel and the Chief Engineer of Beijing Municipal Commission of Planning and Natural Resources.

Ding assists in overseeing the Commission’s General Office, Land and Space Ecological Restoration Office (Mineral Resources Management Office), the Geological Surveying Management Office, Finance Division, and Beijing Natural Resources Management and Restoration Center.

Ding works in liaison with the Commission’s Beijing Institute of Geology and Mineral Exploration and its Fangshan Branch.

Tao Zhihong is currently a Level-I Counsel of the Beijing Municipal Commission of Planning and Natural Resources.

Tao oversees the Commission’s Land Surveying and Mapping Division, Place Names and Geographic Information Management Division, Survey and Design Management Division, Science and IT Division, and Beijing Territorial Spatial Data Center. 

Tao works in liaison with the Beijing Institute of Surveying and Mapping.

Zhou Xufeng serves as a Level-II Counsel of Beijing Municipal Commission of Planning and Natural Resources.

He is in charge of the Natural Resources Rights Registration Division, Letter and Information Disclosure Division, Beijing Real Estate Registration Center, and the General Affairs Center of Beijing Municipal Commission of Planning and Natural Resources.
