Niu Rui is the Executive Deputy Director of the Capital Planning and Construction Committee (Deputy-bureau level).

He is in charge of the Committee’s Government Function Planning Division, Historical and Cultural Cities Protection Division, and the Army Project Coordination Division.

Niu works in liaison with the Commission’s Xicheng Branch.
