Niu Rui serves as a member of the Party Leadership Group, and Deputy Director-General of Beijing Municipal Commission of Planning and Natural Resources.

He is in charge of the Commission’s Natural Resources Rights Division, the Natural Resources Development and Utilization Division, Beijing Natural Resources Utilization Center.

Niu works in liaison with the Commission’s Chaoyang, Fengtai and Shijingshan Branches.
