Liu used to serve as the Director of the Planning and Construction Department of the Organizing Committee of Beijing 2022 Winter Olympics and Paralympic Games, he is a member of the Party Leadership Group of the Beijing Municipal Commission of Planning and Natural Resources, and Deputy Director-General (bureau level) of the Capital Planning and Construction Committee.

Liu is in charge of the day-to-day management of the Capital Planning and Construction Committee. He oversees the Committee’s Government Function Planning Division, Historical and Cultural Cities Protection Division, the Army Project Coordination Division, and Planning Execution Division I.

Liu works in liaison with the Commission’s Xicheng Branch and Haidian Branch.
