Qin Mingjian currently serves as a member of the Party Leadership Group and Deputy Director-General of the Beijing Municipal Commission of Planning and Natural Resources.

She oversees the Legal Affairs Division and the Planning and Natural Resources Supervision Office (Beijing Municipal Supervision Office for Planning and Natural Resources).

Qin assists in overseeing the Commission’s Audit Division and works in liaison with the Commission’s Shunyi Branch and Pinggu Branch.
