Yang is a member of the Party Leadership Group of Beijing Municipal Commission of Planning and Natural Resources, and serves as the Commission’s Deputy Director-General.

Yang overseas the Detailed Planning Division (Urban Renewal Division), Rural Planning Division, Planning Execution Division II and III.

She works in liaison with the Commission’s Fengtai Branch.
