Notice of the Beijing Municipal Commission of Planning and Natural Resources on the Use of New Official Seals for Engineering Survey Results, Engineering Design Drawing Submissions, and Planning Deliverable Submissions

Beijing Planning & Natural Resources Notice〔2025〕No. 393

All relevant entities in Beijing,

To strengthen in-process and post-process oversight and ensure the orderly operation of engineering survey, design, and urban–rural planning entities, the Commission will put into use new official seals for engineering survey results, engineering design drawing submissions, and planning deliverable submissions, effective January 1, 2026. The relevant arrangements are hereby notified as follows:

I. The electronic versions of the new seals (see attachment) will be valid through December 31, 2027. For entities whose qualification certificates expire before that date, the validity of the electronic seal shall be aligned with the validity period of the qualification certificate.

II. Entities that have passed the 2025 qualification supervision inspection for survey and design will receive the electronic seals via the Beijing Survey and Design Industry Service Platform.

III. Where physical seals are required, entities may produce them based on the electronic seal design. Seal makers must be registered with public security authorities.

IV. In accordance with the Administrative Measures for the Review of Construction Drawing Design Documents for Housing and Municipal Infrastructure Projects (MOHURD Order No. 13):

· Survey entities shall affix the Official Seal for Engineering Survey Results to the cover page and table of contents of survey reports.

· Design entities shall affix the Official Seal for Engineering Design Drawing Submissions to the cover page, table of contents, general layout plan, and principal drawing pages of design deliverables, including specialty designs such as architectural decoration, environmental engineering, building intelligence, fire protection, curtain walls, steel structures, landscape architecture, and lighting.

· Planning entities shall affix the Official Seal for Planning Deliverable Submissions to the title page and table of contents of planning documents.

The Commission will conduct linked verification of the seals across digital construction-drawing supervision, planning approval, and planning verification platforms.

V. Entities holding survey, design, or urban–rural planning qualifications shall strengthen the management of qualification certificates and seals. No entity or individual may undertake projects or affix seals in the name of another entity. Violations will be handled in accordance with laws and regulations.
