Engineering survey, design and urban and rural planning agencies in Beijing:
As per the Regulations on the Qualifications for Construction Engineering Survey and Design (former Ministry of Construction Decree No. 160) and the Regulations on the Qualifications of Urban and Rural Planning Agencies (MOHURD Decree No. 12), the Commission will carry out the annual qualification inspection and the annual renewal of the special seal for survey documents and drawing review from November to December 2022. Please read the notices below for the specific arrangements.
I. Submission of materials
All agencies concerned shall log on to the Beijing Survey and Design Service Platform on the Capital Window (URL: http://yewu.ghzrzyw.beijing.gov.cn/kcfw/qy/login.htm) with the legal person’s PassCard and submit the basic information of the enterprise, including its technical personnel, Letter of Commitment (Annex 1), social security information of technical personnel (Annex 2) and other related materials.
The submission period is from now until December 18, 2022.
II. Requirements
1. Each agency shall ensure the authenticity and completeness of the information submitted for inspection, and the data reported will be used as the basis for qualification review and regular inspection of survey, design and urban and rural planning agencies.
2. The renewal of the special seal for survey document and drawing review will be conducted in conjunction with the regular inspection of the agency. Enterprises under rectification are not covered in this annual inspection and shall submit relevant materials within the prescribed period in accordance with the rectification requirements.
3. Big data and other IT technologies will be employed to verify the social security information of the technical personnel declared by the enterprise. Enterprises shall, before the annual inspection, carry out a self-inspection regarding the social insurance status of the technical staff to be declared, and the technical staff declared will not be recognized if their social security is paid by multiple companies. Agencies who do not pay social security for their employees or make false statement will be punished in accordance with relevant provisions and such punishment will be documented.
4. All relevant agencies should submit relevant materials in accordance with the above schedule so as to not affect the renewal of the seal. The Commission has sorted out some frequently asked questions on the inspection in Annex 4 of this Notice for reference.
III. Other requirements
Agencies applying for the renewal of the special seal for survey documents and drawing review must meet the following requirements:
1. Hold a valid engineering survey certificate, engineering design certificate and urban and rural planning certificate.
2. Hold a valid business license (or partnership business license, urban and rural planning agencies may hold the public institution certificate). The corporate name, domicile, and registered capital on the business license must be consistent with the content of the qualification certificate.
IV. Inspection results
1. Agencies failing the inspection will be subject to a rectification within the period prescribed by Article 25 of the Regulations on the Qualifications for Construction Engineering Survey and Design (former Ministry of Construction Decree No. 160). During the period of rectification, the special seal for survey documents and drawing review will not be renewed.
2. Only agencies passing the annual inspection will be eligible for the renewal of special seal for survey documents and drawing review.
3. The results of the inspection will be published on the website of the Beijing Municipal Commission of Planning and Natural Resources.
The Commission hereby calls for attention of relevant agencies to the annual inspection. Agencies are encouraged to designate a special staff to cooperate with the annual inspection so as to not affect the business activities of the agency.
