Notice on Selecting the “Best Practices of Urban Renewal in Beijing”

In order to implement the new development concept, build Beijing into an international sci-tech innovation center, highlight Beijing’s “Two District” program and advance Beijing’s urban renewal, under the guidance of the Beijing Urban Renewal Special Taskforce, the Urban Planning Society of Beijing will select the “Best Practices of Urban Renewal in Beijing”. The selection adopts a combination of public voting and expert evaluation to select projects that fit Beijing’s urban master plan, improve urban functions, create vibrant spaces, boost people’s well-being, deliver convenience, and have a demonstration effect in Beijing and the country, so as to scale up the best practices nationwide. The specific requirements of the selection are as follows.

I. Scope of the selection

Fully or partially completed urban renewal projects that are currently in use since the Beijing Urban Master Plan (2016-2035) was adopted, including renovation of historic and cultural streets, old residential communities, the renovation of old and condemned buildings, the upgrading of traditional shopping areas, the renovation of old factories among other renewal projects.

II. Selection requirements

The urban renewal projects recommended by each unit should meet the following conditions:

1. The project was invested by a legal entity on the market or preferably social capital to help upgrading consumption and revitalize the neighborhood through high-quality planning and operation or industrial restructuring. 

2. The project followed a people-centered approach and improved people’s living conditions, filled the gap of public services or infrastructures, refined public space and delivered convenience to people.

3. The project followed the Beijing Urban Master Plan, its zoning plan and neighborhood control plan, practiced the concept of “quality first”, improved urban functions and demonstrated the city’s distinctive culture. 

4. The project leveraged innovation, used new technologies and concept in its space design, landscaping, operation and management, etc. and generated social impact with its adoption of new sci-techs or green and low-carbon footprint. 

5. The project featured participation from multiple stakeholders, where residents, home owners and professional talents played a part in urban renewal; and the project has integrated with social governance and helped form a new picture of social governance by all. 

III. Selection method

The selection process is carried out under the guidance of the Beijing Urban Renewal Taskforce while combining public voting and expert recommendations. With the theme of “Your Top Ten Best Practices of Urban Renewal in Beijing”, the selection will be conducted via online voting. The final results of the competition will be announced on the WeChat account of the Urban Planning Society of Beijing.

IV. Registration 

    You can either sign up for the competition independently or be recommended by a relevant authority. Competent authorities at the municipal level shall work actively to recommend relevant cases/projects. Members of the Urban Planning Society of Beijing and its special committees have the right to recommend best practices. In principle, each recommending unit shall not recommend more than 3 cases. Implementing organizations who register independently shall not submit more than 2 cases. 

V. Timeline

Please submit a recommendation or the summary document of the project by emailing the files to csgxgroup@163.com at no later than March 16, 2022. 

VI. Material requirements

1. Registration materials

1) Beijing Urban Renewal Best Practice Declaration or Recommendation Information Summary Form (word, sealed PDF scanned copy).

2) Beijing Urban Renewal Best Practices Declaration/Recommendation Form (word version, stamped pdf scanned copy).

3) Picture materials: no less than 9 representative pictures (jpeg format, not less than 300dpi), including: 1 group of comparison plan before and after the renovation, 3 groups of site comparison photos before and after the implementation, 1 site map, each group of comparison maps (photos) should be arranged together. All submitted pictures should obtain the consent of the copyright owner.

4) Other relevant materials that can strongly illustrate the characteristics of the project. Materials can be submitted in the form of attachment in a separate file, the size of the file shall not exceed 500M.

2. Supplementary materials

In order to promote the follow-up publicity, projects that pass the first round of evaluation should submit additional presentation files, including a 3-minute multimedia presentation clip to fully demonstrate the distinctive features and highlights of the project, which can be in auto-play PPT or FLA format, and should be accompanied by narration and ensure clear picture quality. Additional materials will be submitted at a later date until further notice.

VII. Other requirements

The project registration or recommendation materials should be sent together through email. Mail subject should be in the form of “[name] units – [number] photos in [number] group” ; The zip package attached to the email shall be named in the form of “[name] units - xx groups – project name”, including the project declaration form and other additional materials. The files contained in the zip package should be named “xx units - xx groups - project abbreviation xxx - declaration form / picture display materials / video name”.
