To whom it may concern:

In order to optimize business environment, improve the service of construction drawing review, and effectively troubleshoot policy and technical problems encountered in project review, the Beijing Municipal Commission of Planning and Natural Resources has decided to initiate the “Open Day Service for Construction Drawing Reviews”. Below are the specific arrangements for this initiative:

1. Every Wednesday afternoon (except on statutory holidays) is designated as the “Open Day for Construction Drawing Review Service”. The relevant departments of the Commission will work in conjunction with construction drawing review agencies across the city in providing policy consultation services, and responding to technical questions in a face-to-face manner.

2. In order to ensure service quality and improve communication efficiency, advance reservation is required for services provided on the Open Day. Applicants can reserve a service time slot and consult the service one day in advance via telephone, email or by following the public WeChat account of the Beijing Construction Drawing Review Association (“京审协”). Please refer to the appendix for the scope, contact information and address of each review agency.

3. All inquiries shall observe the principle of “preparation in advance and resolution on site”. If an inquiry is not addressed on the spot, the inquiry shall be registered and responses must be given within three working days.

4. Each review agency shall specify a designated person to ensure that the channels for reservation and consultation are smooth. For inquiries involving specific technical issues, professional reviewers shall be arranged to communicate face-to-face with the applicant. All inquiries and communications must be carefully documented and archived.

5. The Open Day Service program must strictly observe COVID-19 prevention and control rules. In the case on-site consultation services are not available due to COVID-19, communication shall be conducted via telephone call or video connections.

6. The “Open Day Service” program will be kicked off on September 1, 2021.
