Notice of Beijing Municipal Commission of Urban Planning and Land and Resources Management

 on Further Optimization of Business Environment to Shorten the Time Limit for Execution of Real Estate Registration

Branches of Beijing Municipal Commission of Urban Planning and Land and Resources Management and Beijing Real Estate Registration Center:

In order to further improve the work efficiency of real estate registration and optimize business environment, and provide more convenient real estate registration service to Beijing enterprises and public institutions and the broad masses, time limit for process of real estate registration service should be further shortened and workflow should be simplified. Now relevant requirements are notified as follows:

I. Shorten the time limit of process

Original stipulated two categories of time limit of process, including concluded within the same day and concluded within 10 working days will be adjusted to the two categories of concluded within the same day and concluded within 5 working days in accordance with the type of registration.

(I)Concluded within the same day: including dissension registration, sequestration registration, cancellation of registration of mortgage, easement and advance notice, transaction of new-built commercial housing within the scope of state-owned land (the buyer is a natural person), transaction of house in stock (the seller is a natural person and both the seller and the buyer are on the scene in person), gift of house (the donor is a natural person and both the donor and the assignee are on the scene in person), exchange of house (the applicant is a natural person and both parties of the exchange are on the scene in person), registration of transfer of house between husband and wife (both the husband and wife are on the scene in person), registration of change of house between husband and wife (both the husband and wife are on the scene in person), change of the name of the obligee and relevant information (the applicant is a natural person).

(II)Other registrations should be concluded within 5 working days.

II. Integration of work links

The payment of registration fee and the receipt of certificate of real estate ownership should be integrated into one link.

New requirements for real estate registration process will be considered as one of the important indicators for the assessment of real estate registration specification. Each relevant department should pay high attention to it and should be well prepared to carry out routine registration business in accordance with the new requirements from Apr. 1.
