People's governments in various districts and various relevant departments of Beijing Municipal Government:

 In order to implement the key tasks of the reform of the “Decentralization, Administration and Service”, optimize the level of related government services such as real estate registration, housing transactions and tax collection and management, and further enhance the city's business environment, Beijing Municipal Commission of Urban Planning and Land and Resources Management, Beijing Municipal Commission of Housing and Urban-Rural Development, Beijing Local Taxation Bureau, Beijing Municipal Reform Office of Administrative Examination and Approval System established the Reform Implementation Plan of Internet + Real Estate Registration, after being reviewed and approved by the municipal government, it is hereby issued. Please implement it in accordance with the actual conditions.

Annex 1

The Reform Implementation Plan of Internet + Real Estate Registration

    Real estate registration involves thousands of households and safety of important properties of the enterprises and public, which is a major window of the government's external services, as well as an important institutional guarantee for the people's sense of well-being, happiness, and security. Since the city has implemented unified registration of real estate, the registration of real estate has been closely linked to the work of housing transactions and tax collection and management, and smooth convergence has been achieved. The various businesses have been handled in a smooth and orderly manner. However, judging from the experience of companies and the masses, there are still problems such as incompletely streamlined optimization of service processes, incomplete online service items, and inadequacy of intelligent humanized innovation services, which has affected the promotion of the business environment in the city to a certain extent. In order to implement the key tasks of reforming the city's "Decentralization, Administration and Service", we will optimize the level of related government service services for real estate registration and allow enterprises and the people to obtain a better service experience, according to the "Guiding Opinions on Accelerating the Work of "Internet + Government Services"" ( Issue No. [2016] No. 55), Notice on Issues Concerning the Linkage of Housing Transactions and Real Estate Registration (GTZF [2017] No. 108) and “About Printing and Distributing <Beijing to Further Deepen and Simplify Administration, Decentralization, and Decentralization to Optimize Service Reform The relevant documents including the "Mission Division of Work Plan" (JHBF [2017] No.43) and other relevant documents shall be formulated in accordance with the actual conditions of the city.

I. Overall Requirements

 (1) Guiding thought

Deeply implement the spirit of the 19th National Congress of the Communist Party of China, take Xi Jinping’s socialist ideology with Chinese characteristics in the new era as the guide, adhere to the people-centered development concept, fully implement the general requirements of the State Council and the municipal government on the reform of “distribution of the service”, and promote implementation. The "Internet + government services" major decision-making arrangements closely integrate real estate registration services with the optimization of the business environment and enhance the overall competitiveness of the city. They are guided by the registration requirements of enterprises and the people, and are based on current real estate registration, housing transactions and taxes. Based on the level of work connection, such as collection and management, strengthen the coordination and sharing of departments, fully simplify the process of optimizing services, vigorously promote the online handling of service matters, focus on intelligent, humanized service innovation, and strengthen the integration and development of entity real estate registration halls and online service platforms. The people's transfer of ownership led to less running errands, better service, and no blockages, and constantly improved the people’s sense of acquisition and happiness.

(2) Basic Principle

1. Adhere to the administration according to law. In strict accordance with the "Property Law", "Taxes Acquisition Management Law", "Provisional Regulations on the Registration of Real Estate" and other relevant laws and regulations, optimize the integration of work processes, standardize the content of online services, achieve scientific development and implementation of various tasks of the reform.

2. Adhere to demand orientation. Guided by the needs of enterprises and the masses in the registration of real estate,

Combing all kinds of real estate rights, such as the right to use construction land, the ownership of houses, the ownership of trees, mortgage and so on, in the process of examining and approving the relevant business, such as the right to confirm, transfer and change, and to reasonably aggregate the largest common divisor of the related business, fully share the reuse of government information, reduce the application materials and reduce the time limit for handling affairs.

3.Adhere to orderly advance. According to the characteristics of all kinds of real estate rights registration business, the complexity of related business and the foundation of information construction, the types of business, the order of implementation and the time limit for completion should be reasonably determined. For the reform measures that have been clearly completed at the time of completion, we should pay close attention to the work of setting up the starting rules, developing systems and pilot projects at the district level, and so on, in order to ensure that measures are implemented and that the reforms are effective.

   4. Adhere to coordinating resources. With the aim of maximizing the effectiveness of existing administrative resources, the Beijing Municipal Commission of Urban Planning and Land and Resources Management shall take the lead in managing the physical windows and network access terminals involving multi-sector and joint offices, and establish a business synergy process with the relevant departments. The administrative resources, such as personnel arrangement, window setting, data sharing and exchange, shall be allocated as a whole.

 (3) Work Goal

The first stage: from May 2018, make physical aggregation of real estate registration window, to handle the transfer of real estate ownership of natural persons involved in multi-sector participation in only one window.

The second stage: from June 2018, achieve the full realization of real estate registration related government "one inquiry three advances", that is, online consultation, physical housing transactions online prequalification, property buyers online prequalification, real estate registration mobile client online appointment.

The third stage: by end of 2018, on the basis of "one inquiry and three advances", promote the integration service of real estate registration service line and offline.

II. Duty Division

 Establish a system of joint meetings on reform and promotion work, coordinate and carry out reform tasks as a whole, strengthen coordination and cooperation among various departments, and study and solve difficulties and problems encountered in the implementation of reform. The members include Beijing Municipal Reform Office of Administrative Examination and Approval System, Beijing Municipal Commission of Urban Planning and Land and Resources Management, Beijing Municipal Commission of Housing and Urban-Rural Development, Beijing Local Taxation Bureau, Beijing Bureau of Finance, Beijing Municipal Commission of Economy and Information Technology and Beijing Municipal Post Office etc. Beijing Municipal Commission of Urban Planning and Land and Resources Management is responsible for convening the joint meeting, and the office of joint meeting is established at Beijing Municipal Commission of Urban Planning and Land and Resources Management.

Together with Beijing Municipal Commission of Housing and Urban-Rural Development and Beijing Local Taxation Bureau, Beijing Municipal Commission of Urban Planning and Land and Resources Management should be responsible for formulating reform objectives for real estate registration, housing transactions and tax collection and management, studying reform measures, implement reform tasks, and guiding all districts to carry out pilot reform work.

Beijing Bureau of Finance is responsible for the research and construction of the online and offline integrated collection system of real estate registration sites, to realize the payment of real estate registration fees, land proceeds from the listing of policy houses, and other government non-tax income online, and to strengthen the financial support for the construction of comprehensive windows.

Beijing Municipal Commission of Economy and Information Technology is responsible for strengthening the technical support for the "Internet + real estate registration", in order to promote government data sharing applications related to real estate registration.

Beijing Municipal Post Office is responsible for supporting certificate delivery service.

Beijing Municipal Reform Office of Administrative Examination and Approval System is responsible for supervision and coordination of departments in accordance with the tasks of reform work implementation, inspection of the implementation of reform, real estate registration issues related to the regulation of the work, clear and abatement work.

Various district governments and relevant departments should cooperate to do a good job of reform related work, strengthen the site personnel and other aspects of support.

    III. Key Measures

   (1) Handle transfer of housing ownership in one window

    All the Departments of Urban Planning and Land and Resources Management, Departments of Housing and Urban-Rural Development (Real Estate Administrations) and Local Taxation Bureaus should set up "comprehensive service window" for the real estate registration, and determine the content of the window service according to the relevant degree of business, the amount of acceptance and the situation of tax collection and management. At the beginning of the implementation, the service items mainly include the new house sale (transferee is the natural person), the natural person transfers the stock house and the stock house transaction notice registration, divides the two departments to handle and the three departments handle two kinds of joint operation situation. The specific service content mainly includes the contract information input and the signature, the tax-related audit and the collection invoice, the registration application (including the purchase qualification audit paper material examination and so on) and so on. Other housing ownership transfer, after having the tax collection and management network pre-examination conditions, will be gradually included into the comprehensive window services.

All departments shall, in the light of the reality of the real estate registration sites, do a good job in the deployment and integration of the comprehensive window layout, service capacity and workflow, and unify the compilation of the real estate registration subject matter and the catalogue of application materials, reasonable time limit for handling affairs (not exceeding in principle the sum of the original time limits of each link). The Departments of Urban Planning and Land and Resources Management are mainly responsible for related business comprehensive acceptance, administrative resources management and external advisory response, etc. The Departments of Housing and Urban-Rural Development (Real Estate Administrations) should be mainly responsible for configuring the corresponding staff and system access, in order to do a good job of business management support according to their duties, to degenerate as far as possible the posts that can be merged and set up, such as material checking, information entry, charge (tax) and document printing, and to authorize other departments to handle the business, and do a good job in the training of authorization review standards and supervision and guidance work.

Time node: After the implementation of the program, the pilot project will be started in Fengtai district simultaneously. Before the end of April 2018, the experience of the pilot project will be summed up, the work flow will be improved, and the halls of the districts will be prepared for the preparatory work of window integration, business training, and so on. Gradually promote comprehensive window services in the real estate registration hall in the city from May.

 (2) Combing the list of topics for real estate registration

To change the service concept, on the basis of power list and public service list, to provide the topic list of real estate registration, which covers the process of approval and takes "I want to do" as the core, on the demand side. The registration items of real estate are classified according to different subjects, such as the type of applicant, the form of joint office, the disposition, the nature of use, the category of right, and so on. At the same time, through a unified online government platform, we should strengthen the convergence, release and display of government information such as "I want to check, I want to do, I want to ask, I want to comment," and so on, in order to provide progress inquiries, bid items positioning, questions consultation and evaluation help services for enterprises and the masses.

Time node: by the end of June 2018, to complete the combing and formulation of the subject list of real estate registration, and continue to promote the propaganda and training work.

    (3) Promote online service for real estate registration

    First, implement integrated service for the online/offline registration of real estate. Beijing Municipal Commission of Urban Planning and Land and Resources Management should set up online service platform in the real estate registration management system. On the basis of retaining the existing application mode, the online pre-examination, offline verification and one-off settlement mechanism are established. Gradually promote all kinds of real estate registration business started according to the application by stages into the online processing. At the same time, based on big data analysis, strengthen the network service platform service evaluation, self-service inquiry, resource navigation and reminder services and other functions to further enrich the network access to the network service platform channels. When working on an online service platform, the applicant can submit online documents such as identification, registration reasons, etc. (any information that can be verified through the network, will be no longer provided repeatedly), Beijing Municipal Commission of Urban Planning and Land and Resources Management should use government affairs sharing data in the system to verify and fill in information, verify and upload materials, and complete the registration of pre-review. If the online information verification meets the registration requirements, the planning department shall notify the applicant, go to the real estate registration site to verify the original materials, and go through the registration procedures. For topics involving multi-sector participation, comprehensive service modules are developed on the service platform by the planning land department. The applicant can fill in the contents of identity information, transaction information, registration items, etc., and upload the corresponding information.

Relevant departments synchronously or step by step online business online pre-examination, the online information audit ultimately meet the registration requirements, by the planning department to notify the applicant to the comprehensive window to deal with the relevant procedures. For other services other than the subject matter, the relevant administrative departments shall conduct simultaneous research and promotion on the Internet.

Time node: After the completion of the system, a pilot project will be started in Fengtai District. By the end of 2018, more than 90% of the applications for registration services will be implemented online, and other reform measures will continue to advance.

 Second, implement registration service mobile client appointment. In Xicheng District, on the basis of piloting the mobile client online booking and registration, further expand the appointment service content, sum up the pilot experience in a timely manner, and fully implement the mobile client online booking service to ensure that businesses and the public can access the registered appointment requirements anytime and anywhere.

Time node:by the end of March 2018, sum up the experience of the pilot work, perfect the function of the system, do a good job of business training and other preparatory work in every district hall, and gradually popularize and implement it in the whole city since April.

  Third, strengthen the coordinated processing of house-buying qualification audit. For the situation of self-transfer of stock housing, referring to the existing brokerage transaction model, we will open the online processing authority for the applicant on housing qualification audit. The applicant can fill in the information online and apply for the qualification examination of the purchase. After the online preliminary examination of the transaction department is passed, the results of the first instance can be verified through the information sharing.

  Fourth, promote real estate registration information network query. Combining with the application of dynamic face recognition and other new technologies, further improve the query rules of real estate registration information, and set up a mechanism of online application query and background fast feedback on the online service platform for registration information that can be publicly queried. Other registration information query business involved in the disposal of real estate should be standardized from the point of view of administration according to law and practice for the convenience of the people.

 (4) Optimization of housing management authority transfer related business procedures

First, for the sale of housing stock business, where the house certificate is issued by the transaction ownership system certification, while applying for housing verification, the time limit is reduced to 5 working days from 10 working days; for the business of reviewing the house-buying qualification, where the houses in the name of relevant party are issued with certificates by transaction ownership system, while applying for qualification examination, the time limit is reduced to 5 working days. After the use of the integrated real estate registration data of the city, the above-mentioned housing involved in the issuance of non-transactional ownership systems will have a time limit reduced to five working days when processing the above-mentioned corresponding businesses. In addition, further exert the effectiveness of real estate transfer registration, taxation, administration, and administrative resources, and continue to expand the types of services incorporated into the quick service channels.

Time node:by the end of March 2018, ensure that the first and second tasks of this reform measure will be put in place, and other reform measures continue to advance.

Second, in the case of entrusted brokerage transactions, implement pre-registration registration entrustment and online contracting at the brokerage agencies to deal with the transaction, the buyers and sellers entrust brokers agent notice registration, registration agencies, fast service model. For self-contracted transactions, the party involved can provide pre-registration registration and network sign-off one-stop service through the comprehensive service window of "pre-registration registration of stocks of stocks". All departments should step up publicity in the procedures for the registration of advance notice, legal effectiveness, etc., add the option of advance notice registration in the purchase contract, and do a good job in the training of brokerage agencies.

Time node: By the end of June 2018, adjust the contents of the trading house contract for inventory housing and the advance registration rules will be completed, and the promotion and training will continue to be promoted.

(5) Promote logistics delivery of real estate ownership certificate and registration fee online payment

    To the registration business which starts according to the application and "not on the spot handles the settlement", popularizes the license to send the service. When applying for registration, the parties can voluntarily choose "express delivery" or "on-the-spot collection" to obtain real estate title certificates, payment forms or related registration documents. If they choose to deliver by express delivery, the express delivery fee shall be paid by the applicant himself. Where registration is granted, the planning department may first issue a non-tax income payment document, and the registration fee shall be collected and paid on behalf of the postal unit. Financial departments should speed up the study of non-tax revenue collection online payment function, the realization of the right to register, registration fees online payment and property rights certificate sent synchronous processing. Local tax departments should simultaneously study for taxpayers to provide tax payment vouchers, value-added tax invoices and other materials for express services.

Time node:before the end of June 2018, complete delivery services for construction land use rights, the transfer of housing ownership, mortgage and other certificate registration business opened certificate or related documents, and other reform measures continue to promote.

    IV Work Requirement

(1) Unifying ideas and raising awareness. The implementation of "Internet + Real Estate Registration" reform is an important measure to continuously improve the ability and level of relevant government affairs, such as registration of real estate, housing transactions and tax collection and management, for the benefit of the people, and to further optimize the business environment of our city. It is of great significance to reduce institutional transaction costs, to continuously stimulate market vitality and social creativity, and to enhance the sense of happiness and acquisition of the masses. All departments should attach great importance to it, conscientiously enhance their sense of responsibility and urgency, dare to take on and take into account the overall situation, form a joint effort in their work, and carry out all the tasks of reform.

 (2) Strengthen supervision and inspection to ensure that measures fall on the ground. The implementation of "Internet + real estate registration" reform is included in the performance appraisal of the reform of the examination and approval system of various departments, and the progress and results of the work are regularly notified and made public, which is an important evaluation content of the special evaluation of the "hundred best window" of the registration of real estate in our city. The Municipal Government's Reform Office of Administrative Examination and Approval System will take the lead in setting up inspection teams to carry out special checks on the implementation of reform in the relevant departments. Those who fail to complete the reform tasks caused by poor promotion and mutual prevarication will be seriously investigated for responsibility.

(3) Strengthen propaganda and guidance to form a good atmosphere.

All departments should make full use of newspapers, television, the Internet and new media to widely publicize the "Internet + Real Estate Registration" reform, timely and accurately publish relevant information and carry out policies and regulations interpretation so as to facilitate more people to obtain government services through the Internet, and improve the social awareness and the identity of the masses for the "Internet + real estate registration".

Online real estate registration

The online service platform is set up in the real estate registration management system. On the basis of retaining the existing application mode, the online pre-examination, offline verification and one-off settlement mechanism are established.
