Notice of Beijing Municipal Commission of Planning and Natural Resources on the Assessment of Major Mineral Resources Covered by Regional Construction Projects

To all governments of each district, Administrative Committee of Beijing Economic-Technological Development Area, and all other relevant units:
To optimize the business environment and reduce the burden on enterprises, according to the Implementation Plan on Cultivating and Stimulating the Vitality of Market Entities and Continuously Optimizing the Business Environment in Beijing (Jing Zheng Ban Fa [2021] No.18) and other documents, the following matters about the assessment of major mineral resources covered by regional construction projects in Beijing are hereby noticed:
1. When formulating the detailed control plans (hereinafter, the "Control Plans"), all district governments shall incorporate the assessment of major mineral resources covered by construction projects in your districts into the "community-level control plan + regional assessment", and simultaneously assess the major mineral resources covered by the construction projects (except in Dongcheng District, Xicheng District, Chaoyang District, Haidian District, Fengtai District, Shijingshan District, Daxing District, Beijing Economic-Technological Development Area and Tongzhou District).
2. For regional construction projects that major mineral resources under which haven't been assessed in the Control Plan formulation stage, the assessment can be carried out at the stages of preparing the comprehensive implementation plan, planning the use of land reserve and primary development.
3. All districts and relevant units shall be responsible for organizing the preparation of the assessment reports of major mineral resources covered by construction projects and submitting the reports to Beijing Municipal Municipal Commission of Planning and Natural Resources. We will organize relevant experts to review the reports, get them filed, and promptly disclose the assessment results to the public.
4. The assessment results of major mineral resources covered by regional construction projects shall be considered as one of the conditions for land transfer, and construction units shall be informed of such information in written when they seek to purchase the land. Construction units don't need to re-assess the major mineral resources under the land where the construction projects stand.
This notice comes into force as of the date of its issuance. If formulation of the Control Plan has been started prior to the date of this notice is issued, the assessment doesn't necessarily be conduct at the Control Plan formulation stage. Instead, it may be conducted at the implementation plan preparation stage.
