To all relevant departments:
In order to further deepen the reforms to “streamline administration and delegate power, improve regulation, and upgrade services”, promote the simultaneous handling of joint final acceptance of and the real estate registration for socially-invested low-risk construction projects in Beijing (hereinafter referred to as the “integration of inspection and registration”), and assist in the optimization and improvement of the business environment in Beijing, relevant matters relating to the “integration of inspection and registration” are now announced as follows:
I. Scope of Application
The “integration of inspection and registration” herein applies to the low-risk construction projects with social investment that “do not involve retroactive payment of land purchase price”.
The “integration of inspection and registration” referred to herein shall mean that the joint final acceptance of and the real estate registration for aforesaid low-risk engineering construction projects with social investment are handled simultaneously. Projects involving self-funded projects of state-owned enterprises, projects involving collective construction land and residential projects (including renovation projects of private houses based on original foundations and areas) are temporarily excluded from the “integration of inspection and registration”.
II. Handling Procedures
(1) Application conditions
In the “one-stop” service system for socially-invested low-risk projects, developers may select to apply for joint final acceptance of and real estate registration at the same time or separately. When a developer chooses to apply for joint final acceptance of and real estate registration at the same time, it is supposed to meet the conditions for final acceptance, satisfy the conditions for the first-time registration of real estate and have obtained the surveying and mapping result report on the construction project based on “integration of multi-surveying and mapping” (including the surveying upon completion, real estate surveying and mapping, cadastration, and the photo of the on-site gate number plate).
(2) Handling procedures
1. Advance review by the registration authority. Upon receipt of the report on results of “integration of multi-surveying and mapping”, the data management authority shall send the surveying and mapping data results and reports uploaded by the surveying and mapping unit to the real estate registration authority in a timely manner, so that the registrar can review them in advance. As data can be shared and accessed via the “one-stop” service system, it is unnecessary for the developer to submit them repeatedly.
2. Where a developer applies for the joint final acceptance of and real estate registration at the same time, it shall complete the Comprehensive Notification and Commitment Letter on Joint Final Acceptance upon Completion of Socially-invested Low-risk Construction Projects. After receiving the application, the competent authority of housing and urban-rural development and the planning and natural resources authority of the district concerned shall respectively take the lead to carry out the joint final acceptance and real estate registration, and all departments shall carry out the work synchronously to jointly process the application.
3. Where the construction project fails to pass the joint final acceptance due to the reasons on the part of the developer, the system will automatically prompt that the “integration of inspection and registration” process has been terminated.
4. Where the project passes the joint final acceptance but does not meet the registration requirements, the “one-stop” service system will generate a Notice of Opinions on the Joint Final Acceptance which the developer may download from the “one-stop” service system.
5. After the project has passed the joint final acceptance and the registration has been completed, the Notice of Opinions on the Joint Final Acceptance and the electronic certificate of real estate ownership will be generated by the “one-stop” service system, which shall be available to the developer for downloading together or separately from the “one-stop” service system. Where a paper certificate of real estate ownership is required, it may be mailed to the applicant by EMS.
III. Time Limit for Handling
When making application, the developer shall designate a time for the on-site acceptance in the “one-stop” service system. The time of on-site acceptance shall be any working day after 2 days from the date of application. The competent authority of housing and urban-rural authority of the district concerned shall organize relevant acceptance authorities to carry out on-site joint acceptance inspection on the agreed date, and complete the joint final acceptance within one working day. After the project passes the on-site joint acceptance inspection, the acceptance authority will issue an acceptance opinion in the “one-stop” service system on the same day, and the “one-stop” service system will automatically generate the Notice of Opinions on the Joint Final Acceptance stamped with the dedicated electronic seal. The real estate registration shall be completed within one working day after the acceptance.
IV. Relevant Requirements
All relevant entities are required to strengthen the prophase guidance services for developers, and meanwhile make efforts to achieve a sound internal business coordination and information sharing.
