According to the requirements of the Notice of the Beijing Municipal People's Government on the Issuance of the Implementation Plan of Beijing Municipality for the Pilot Program of Innovative Development of Business Environment (Jing Zheng Fa [2022] No. 6) and the Notice of the General Office of the Beijing Municipal People's Government on the Issuance of the Implementation Plan of Beijing Municipality for Cultivating and Energizing Market Entities to Continuously Optimize Business Environment (Jing Zheng Ban Fa [2022] No. 18), in order to further advance the whole-process reform of "integrated surveying and mapping" for engineering construction projects, the relevant matters are hereby notified as follows:
I. Objectives
On the basis of the "integrated surveying and mapping" reform for low-risk engineering construction projects in the early stage, and through the implementation of the pilot projects in Chaoyang District, Haidian District, Daxing District and Tongzhou District, the practice of "integrated surveying and mapping" will be further popularized to cover major engineering construction projects and run through the process of such projects. To this end, efforts shall be made to actively apply vector data, increase the continued usage and sharing of surveying and mapping data, foster the surveying and mapping service market, and keep improving the efficiency of the surveying and mapping entities in serving the construction units and the examination and approval authorities.
II. Scope of Reform
The reform of "integrated surveying and mapping" shall be extended from the stages of project acceptance upon completion and real estate registration to the whole process of engineering construction projects, and the reform targets shall be expanded from low-risk projects to all housing construction and municipal transportation infrastructure depot projects (excluding linear projects and special projects), covering the administrative examination and approval, administrative confirmation, supervision and other work related to surveying and mapping in all stages.
III. Matters Related to Integrated Surveying and Mapping
According to the principles of "similar schedule, similar content and the same entity" and "the same subject matter shall be surveyed only once", and on the basis of the integrated surveying and mapping business for project acceptance upon completion and real estate registration, the whole-process “integrated surveying and mapping” reform shall further break down into four surveying and mapping items, including surveying of designated land, surveying and demarcation, and comprehensive cadastral surveying and mapping (including land surveying and delimitation, cadastral surveying of real estate (land) ), comprehensive surveying and mapping for engineering construction (including pre-surveying and mapping of real estate, measurement of planning check lines, surveying in the course of planning and construction), and comprehensive surveying and mapping upon project completion and of real estate (including surveying upon project completion, field surveying and mapping of real estate and cadastral surveying of real estate (housing and land)). For each surveying and mapping item, the construction unit shall engage a surveying and mapping entity to conduct the surveying and mapping, and the entity undertaking the work shall meet the relevant requirements for management of qualification of surveying and mapping.
IV. Developing Technical Standards
In accordance with the requirements of relevant technical standards and specifications of the State and Beijing Municipality, the surveying and mapping work, the form of results, and the intended use of the results of various surveying and mapping items have been specified and the specific contents of the preliminary results of various surveying and mapping items to be shared have been detailed. If the scope, boundary and ownership of the subject matter remain unchanged, the results shall be used directly; in the case of any change, supplementary surveying and mapping shall be conducted. Relevant technical requirements and format templates shall be governed by the Technical Guidelines for "Integrated Surveying and Mapping" for Engineering Construction Projects in Beijing (Trial) (Appendix).
V. Upgrading Service Platform
"BaoJianTong" software for the surveying and mapping results shall be provided to the surveying and mapping entities free of charge, the content and form of the results shall be regulated, and the vector data shall be more widely applied. It is necessary to optimize and improve the service platform for "integrated surveying and mapping", promptly release information on industry management and technical standards, realize online management of result submission, provision of suggestions, examination and inclusion in the database, sharing and application, and quality supervision, and establish a "sharing pool" of surveying and mapping results. Additionally, it is essential to connect the interfaces with the examination system for real estate surveying and mapping results, the real estate registration system and other related examination and approval systems, promptly provide each department with required surveying and mapping results and data, and realize the "uniform front-end submission, middleware intelligent dispatch + back-end sharing and mutual recognition" of various types of surveying results and data.
VI. Strengthening Quality Supervision
The surveying and mapping entities shall strictly implement the system of responsibility for quality, tighten result quality management, ensure the authenticity and accuracy of the result data, and take responsibility for the quality of their surveying and mapping results. It is important to establish a credit management system for enterprises and staff, include the results of "integrated surveying and mapping" into the scope of annual surveying and mapping quality regulation, strengthen interim and post-event supervision, intensify training and supervision of project leaders, apply the electronic signature for surveying and mapping results, and vigorously promote the application of signatures and seals and lifelong accountability system for certified surveying and mapping engineers so as to promote the high-quality development of the surveying and mapping industry.
VII. Applicable Requirements
(i) The "integrated surveying and mapping" reform is one of the key elements of the State Council's pilot program for innovative business environment and the business environment reform of Beijing. All relevant departments shall place a high priority on the reform, enhance the sense of responsibility, strengthen organization and leadership, promptly publicize the relevant policies on whole-process "integrated surveying and mapping", and organize business guidance and training on technical standards and surveying and mapping service process in a timely manner to ensure that the reform will produce effective results.
(ii) The surveying and mapping entities shall adapt to and implement the reform requirements as soon as possible, and upload the "integrated surveying and mapping" result data to the "integrated surveying and mapping" service platform immediately after they are generated, improve quality and service, and increase the efficiency of surveying and mapping services.
(iii) Any surveying and mapping project for which a contract or a letter of commissioning has been concluded after the printing and issuance of this Notice shall be governed thereby in accordance with this notice, while any project for which a contract or a letter of commissioning has been concluded before the printing and issuance of this Notice shall be governed by the original contract or letter of commissioning. For the result reports, the Technical Guidelines for "Integrated Surveying and Mapping" for Engineering Construction Projects in Beijing (Trial) shall apply.
