I) Perform the owners’ duties for Beijing Municipality’s state-owned natural resource assets such as land, minerals, forests, wetlands and water, and for the management of the use of all territorial space. Implement national laws, regulations, rules and policies on the management of the planning, surveying and mapping, survey and design of natural resources and territorial space, draft relevant local laws and regulations, formulate relevant management specifications and technical standards, and monitor and inspect their implementation.

II) Establish the spatial planning system for Beijing Municipality. Promote the strategy and system for the main functional areas, and organize the development of territorial space plans, plans to protect Beijing as a famous historical and cultural city, its public services plans, public safety facilities plans, urban infrastructure plans, urban underground space plans and other special plans. Organize the designation of ecological conservation redlines, permanent basic farmland and urban development boundaries, and create a resource-conserving and environment-friendly production, living and ecological space layout. Assess the suitability of territorial space development, and establish the implementation monitoring, assessment and early warning systems for territorial space plans and the city’s “health check-up” and evaluation mechanism. Conduct urban design. Plan and manage urban sculptures and public space landscapes.

III) Manage the use of the territorial space of Beijing Municipality. Establish and improve the territorial space use management system, and study and draft urban and rural planning policies and supervise their implementation. Organize the formulation and implementation of annual plans for utilization of natural resources such as land. Make plans for construction projects and conduct land use management, convert territorial space use, and manage land expropriation and requisition.

IV) Investigate, monitor and evaluate the natural resources of Beijing Municipality. Formulate the index system and statistical standards for the investigation, monitoring and evaluation of natural resources, and establish a unified and standardized system for the investigation, monitoring and evaluation of natural resources. Implement basic surveys, special surveys and monitoring of natural resources. Supervise and manage natural resource investigation, monitoring and evaluation achievements, and release relevant information.

V) Unified rights confirmation and registration of the natural resources of Beijing Municipality. Formulate systems and specifications for unified rights confirmation and registration of natural resources and real estate, cadastral investigation, real estate surveying and mapping, dispute mediation,, and application of results. Establish and improve the basic platform for the management of natural resources and real estate registration information. Collect, sort out, share and manage natural resources and real estate registration information. Mediate related ownership disputes according to law.

VI) Be responsible for the paid use of the natural resource assets of Beijing Municipality. Establish a statistical system for state-owned natural resource assets and perform accounting of state-owned natural resource assets. Prepare balance sheets regarding state-owned natural resource assets, and formulate assessment criteria. Develop policies on the allocation, transfer, leasing and contribution as capital of state-owned natural resource assets and on land reserve, and rationally allocate state-owned natural resource assets. Take charge of natural resource asset valuation management, and collect related asset income according to law.

VII) Reasonably develop and utilize the natural resources of Beijing Municipality. Organize the formulation of natural resource development plans and strategies, formulate and implement standards for the development and utilization of natural resources, establish a government-disclosed price system for natural resources, organize conduction of graded and classified price evaluation of natural resources, perform evaluation and assessment of the utilization of natural resources, and guide intensive and economical use. Supervise and manage natural resources markets. Organize research on natural resource management related policies and measures involving macro control, regional coordination, and urban-rural integration.

VIII) Perform overall planning for the ecological restoration of the territorial space of Beijing Municipality. Take the lead in developing plans for the ecological restoration of Beijing Municipality's territorial space, and implementing related ecological restoration projects. Undertake comprehensive improvement of the territorial space, land consolidation and reclamation, and restoration and management of mine geological environment. Take the lead in establishing and implementing an ecological protection compensation system, formulate policies and measures for the rational use of social funds for ecological restoration, and propose alternative projects.

IX) Organize the implementation of the strictest cultivated land protection system. Take the lead in formulating and implementing Beijing Municipality's cultivated land protection policies, and protect the quantity, quality and ecology of cultivated land. Organize assessment of cultivated land protection objectives and special protection of permanent basic farmland. Improve the requisition-compensation balance system of cultivated land, and supervise the implementation of the compensation system for cultivated land occupied.

X) Prevent and control geological disasters in Beijing Municipality. Implement relevant requirements in the comprehensive disaster prevention and reduction plan, organize the preparation of geological disaster prevention and control plans and protection standards, and guide their implementation. Organize, guide, coordinate and supervise the investigation and assessment of geological hazards, and the general survey investigation, detailed investigation and screening of hidden dangers. Guide the conduction of mass prediction and disaster prevention, professional monitoring, forecasting and early warning, and management of geological disasters. Undertake technical support for geological disaster emergency rescue.

XI) Perform geological exploration and mineral resource management in Beijing Municipality. Develop geological exploration plans, and supervise and inspect their implementation. Manage geological exploration projects. Supervise and manage geological issues such as excessive groundwater mining and resulting land subsidence. Supervise and manage paleontological fossils. Manage mineral resource reserves and mining rights. Supervise the rational use and protection of mineral resources.

XII) Take charge of the management of survey and design as well as surveying, mapping and geographic information in Beijing Municipality. Conduct survey and design, basic surveying and mapping, and management of the surveying and mapping industry. Perform management of survey and design, surveying and mapping qualifications and credit, and supervise and manage the promotion of survey and design related science and technology, quality and safety and market order. Supervise and manage the safety of surveying, mapping and geographic information and market order. Manage geographic information related public services. Protect survey marks and manage place names.

XIII) Promote the development of science and technology in the natural resources sector in Beijing Municipality. Formulate and implement innovative development planning and plans for science and technology in the natural resource sector. Promote natural resource informationization and information material related public services, and coordinate the management of data related to natural resources and territorial space planning. Supervise and manage files related to natural resources and territorial space planning.

XIV) Undertake the specific assignments of the Capital Planning and Construction Commission and the Committee for the Protection of Beijing as a Famous Historical and Cultural City. Undertake the basic tasks in studying and arguing major issues in the urban and rural planning, construction and development of Beijing Municipality. Report to the CPC Central Committee and the State Council important matters concerning the planning and construction of the capital city.

XV) Supervise natural resource and territorial space planning management in Beijing Municipality. Undertake verification of construction projects plans according to law. Investigate and punish cases of illegal development and utilization of natural resources, territorial space planning, survey and design, surveying and mapping.

XVI) Fulfil other tasks assigned by the Beijing Municipal Party Committee and the Beijing Municipal Government.
