To implement the requirements of the State Council Work Safety Commission’s campaign to identify and rectify major fire risks in high-rise buildings, and in accordance with the work arrangements of the CPC Beijing Municipal Committee and Beijing Municipal Government, this Notice is issued to further intensify the investigation and remediation of major fire hazards in high-rise buildings, prevent and mitigate fire risks, enhance fire safety standards, and safeguard public safety, property, and overall social stability. The following requirements are hereby set forth to strengthen the quality and safety management of fire protection design for high-rise building construction projects in Beijing:
I.
All project developers shall attach great importance to fire safety in construction projects, fulfill their primary responsibility for workplace safety, and engage qualified design entities in accordance with laws and regulations on fire protection design. For special construction projects as defined in the Interim Provisions on the Administration of Fire Protection Design Review and Acceptance of Construction Projects (MOHURD Order No. 58), developers shall lawfully apply for fire protection design review and ensure that design entities fully address and rectify all comments raised by review authorities, so that the design complies with applicable fire protection technical standards. No construction may proceed on special construction projects that have not passed fire protection design review or have failed such review.
II.
Design entities shall strictly fulfill their primary responsibility for design quality, strengthen internal review and verification of fire protection design documents, reinforce quality control throughout the design process, and actively cooperate with developers, contractors, and construction drawing review bodies in revising and improving design documents.
III.
Construction drawing review bodies shall strictly implement technical review requirements and applicable fire protection standards, rigorously control the quality of fire protection design review, and conduct a comprehensive review of fire protection design for high-rise buildings—particularly high-risk civil buildings such as residential, office, medical, and commercial facilities. Follow-up guidance shall be provided on the implementation of review comments and on key rectification challenges for projects under construction.
IV.
Fire protection design review shall be strengthened for super-high-rise and high-rise buildings (including large commercial complexes), with a focus on exterior wall insulation systems, interior finishes, and fire protection facilities. National standards shall be strictly enforced with respect to insulation material selection, fire barriers, and protective layer thickness. The combustion performance of interior finishing materials shall be rigorously verified, and fire protection, firefighting and rescue, and emergency refuge facilities—both internal and external—shall be strictly reviewed. Any violations involving the improper use of exterior wall insulation materials or flammable or combustible decorative materials shall be dealt with seriously.
V.
For renovation projects of existing buildings—especially exterior wall retrofits of residential buildings constructed before 2000—developers and design entities shall draw lessons from past fire incidents, fully recognize fire risks, and comprehensively strengthen safety-oriented design for fire access roads, fire engine access and operating areas, evacuation routes, electric bicycle parking areas, as well as exterior insulation materials, interior finishing materials, and electrical equipment, ensuring full compliance with fire protection technical standards.
VI.
All building construction drawing review bodies shall systematically review fire protection design review practices for special high-rise construction projects handled by this Commission since July 2019, focusing on issues such as mis-reviews or omissions, implementation of rectification measures, and project execution. Review findings shall be submitted to the Fire Protection Design Review Division of this Commission by December 12, 2025. Beginning in December 2025, monthly reports on fire protection design reviews for high-rise buildings shall be submitted by the end of each month.
The Commission will concurrently conduct inspections of design quality for high-rise and other construction projects, resolutely preventing superficial compliance. Identified fire protection design issues shall be required to be corrected immediately, and major safety hazards shall be eliminated without delay. Cases involving serious fire safety risks, failure to implement required design revisions, or unauthorized construction without approved fire protection design review will be promptly and strictly referred to enforcement authorities for penalties.
