Beijing Launches Online Management Platform for Engineering Survey and Design Project

To whom this may concern:

As per the “MOHURD Notice on Strengthening the Qualification Management of Engineering Enterprises” (JSG [2023] No. 3) and the “Notice on Strengthening the Public Information Management Platform for Construction Market Supervision” (JBSH [2023] No. 391), among others, and to better facilitate enterprises in enhancing their engineering survey and design project information, the “Beijing Engineering Survey and Design Project Information Management Platform” has been launched by the Beijing Municipal Commission of Planning and Natural Resources. This platform is now operational online. Please read the following for details:

I. The information of legally completed engineering survey and design projects within the jurisdiction of Beijing is incorporated into the “Beijing Engineering Survey and Design Project Information Management Platform” (referred to as the “Project Information Platform” hereinafter). Upon review and confirmation, this information will be forwarded to the “National Public Service Platform for Construction Market Supervision” (referred to as the “National Platform”). For engineering survey and design projects undertaken by enterprises outside Beijing, the information will be entered by the competent departments of housing and urban-rural construction in their respective jurisdictions. Classified projects and other information subject to confidentiality regulations will not be entered through the Project Information Platform and will instead be managed according to confidentiality regulations.

II. Housing construction and municipal infrastructure engineering survey and design projects are subjected to record checks via the “Beijing Construction Drawings Digital Supervision Platform”. Issues identified during this process shall be rectified, and the project information shall be entered on the National Platform. If a project cannot be queried on the national platform and requires supplementary entry of survey and design information, enterprises may apply for supplementary submission of information, which may involve the following projects:

(i) Survey and design projects of building construction and municipal infrastructure projects whose construction drawings were examined in the past;

(ii) Engineering design projects other than building and municipal facilities as stipulated in the Qualification Standards for Engineering Design;

(iii) Geotechnical engineering design, engineering survey, hydrogeological survey, geotechnical engineering physical exploration testing and detection monitoring projects.

III. Enterprises are required to submit applications for historical information supplementation by December 31, 2024, as per the requirement of the Ministry of Housing and Urban-Rural Development. These submissions will undergo review and confirmation by the Commission and relevant authorities as per their respective responsibilities. Following this, a 10-working-day public disclosure will be made on the Commission’s website. If no objections are raised after the examination and disclosure, the information will be forwarded to the national platform. Applications for supplementary information can be submitted via the “Beijing Survey and Design Industry Service Platform” (http://yewu.ghzrzyw.beijing.gov.cn/kcfw/qy/login.htm).

IV. Enterprises are accountable for the authenticity and accuracy of the supplementary information and the provided documents and data. Any fraud identified among enterprises and individuals will be rigorously addressed by the Commission, in collaboration with relevant industry authorities, and in accordance with the law. It is essential to prioritize the management of survey and design project information, ensuring timely entry and proactive maintenance of project data, to collectively uphold the integrity of Beijing’s survey and design market.
