Announcement of the Result of the 2022 Quality Inspection for Surveying and Mapping Agencies in Beijing

To whom this may concern:

To further strengthen the supervision and management of surveying and mapping results, regulate the order of the market, in accordance with the arrangement of the Ministry of Natural Resources, the Commission carried out in July-December 2022 an inspection among surveying and mapping agencies, the results of which is hereby announced as follows.

I. The inspection

The 2022 inspection randomly selected 70 projects from 70 agencies. Among them, 41 agencies hold Class A qualification, 29 agencies hold Class B qualification, 11 projects are aerial photography, 16 projects are about photogrammetry and remote sensing, 31 projects are related to engineering measurement, 10 projects are about boundaries and real estate, and 2 GIS projects. 67 agencies passed the inspection with a qualified result, and 3 failed to pass the inspection (see Annex).

Three key problems are identified through the inspection: First, the data submitted is incomplete, the results submitted do not match the contract, the original observation and inspection records of some projects are missing. Second, unsatisfactory data quality, results finishing, and quality of the annex part. Some of the projects are not in full compliance with national standards, industrial standards, landmarks, or the requirement of the technical design book which resulted in observational and calculation errors or substandard finishing of the result. Third, loopholes of the quality management and operation system, the mapping instruments are not certified for some of the projects; and project acceptance reports, results delivery records and other process information are not effectively documented.

II. Result handling

According to the Measures for Quality Supervision of Surveying and Mapping Results Management (GCGF [2010] No. 9), the Letter of Rectification is issued for three agencies who failed the inspection. A re-inspection is arranged after the rectification. Agencies who fail the re-inspection shall be recorded on the GIS industrial credit management platform, and will be incorporated on the 2023 list for quality inspection and qualification check, the result of which will be used as an important basis for qualification management and mapping market credit evaluation.

III. Other requirement

Agencies shall attach great importance to the quality of their work, strengthen internal control, standardize the setting of quality inspection departments, arrange quality checkers to respond to the inspection system, and organize technical trainings. Agencies must strictly implement relevant standards, carefully prepare the contract and technical design book and other documents while strengthening the communication with the client of the project, and document in a timely manner the modifications to contracts. Agencies must also pay more attention to the archiving of mapping results, ensure completeness of relevant process information.
