3. The applicant shall bid for the entirety of the project instead of any part of it.
II. Qualification requirements
1. The applicant must be an independent enterprise or a legal person with a valid business license.
2. The applicant must hold Grade II (or above) qualification of geological disaster management for both engineering design and engineering survey.
3. The applicant must hold a certificate for quality management, environmental management, and occupational health management.
4. The applicant shall have no major illegal records in business activities within three years before the bidding.
