In order to implement the spirit of the National Video Conference on Production Safety and the municipal government’s work plan, prevent building fire hazards, and enhance the fire safety design of construction projects, as per the “Plan on Implementing the Important Instructions of General Secretary Xi Jinping on Further Strengthening Production Safety and Fire Safety and Preventing Serious Accidents” (JAF [ 2022] No. 4), the “Notice on the 100-day Campaign of Troubleshooting Hazards related to Production Safety” (JABT [2022] No. 102), and the “Notice on Printing and Circulating the Work Program on Preventing Major Fire Hazards in High-rise Buildings”(JAF [2022] No. 10), the following arrangements are made to further strengthen the quality and safety supervision over the fire protection design of construction projects in Beijing:
First, construction companies shall attach greater importance to fire safety, fulfill the primary responsibility for production and fire safety, entrust certified design agencies for fire protection design, follow relevant regulations to submit the design documents, and supervise the design agency to perform up to the standard in order to ensure safety and quality of fire design.
Second, design agencies shall strictly fulfill their responsibility for the quality of design, strengthen in particular the internal audit over drawing design documents of high-rise buildings, major projects, entertainment premises and other key places of high fire risk as well as venues with dense people-gathering, strengthen quality control of the design process, cooperate with engineering, construction and construction drawing review agencies to refine fire designs and deliver quality project.
Third, the following five types of high-rise buildings deserve special attentions: 1) high-rise commercial and residential mix built before the end of 2000 with a height greater than 24 meters; 2) high-rise residential buildings built before the end of 2000 with a height greater than 27 meters; 3) super high-rises with a construction height larger than 100 meters; 4) non-single-story high-rise public buildings (including high-rise commercial and residential buildings, excluding the first category of old high-rise commercial and residential complexes and large commercial complexes) with a construction height of 25-100 meters; 5) high-rise buildings used as a large commercial complex with a construction area equaling to or above 20,000 square meters. Design and construction drawing review agencies must pay high attention to new construction, alteration, expansion and internal decoration and renovation projects in buildings falling into the above-mentioned five categories. Special attention must be paid to the fire hazard of the building, such as fire lanes, fire truck ascent operation sites, safe evacuation routes, and external insulation materials, internal decoration materials, electrical equipment and other key risk hazards for design, review, so as to ensure full compliance with the technical standards required by fire prevention and control.
Design reviews over the flame resistance performance of insulation and decorative materials of high-rise buildings have to be strengthened. New constructions, alterations, and expansion of high-rise buildings must strictly follow the Fire Design Standards for Buildings (GB 50016-2014) (Version 2018). For integrated renovation of existing high-rise buildings, and renovations that alter the use of the building and increase the likelihood of fire accident, fire design and design reviews over insulation and decorative materials must strictly follow existing standards.
Fourth, fire design quality control must be strengthened for warehouse and logistics projects, refueling and hydrogen stations and power storage plants; national and municipal design standards must be strictly implemented to ensure full compliance of fire spacing, separation and fire extinguishing equipment and facilities.
Fifth, for newly emerged entertainment venues of “script murder” and “escape prison game”, design reviews should focus on the location of the place set, interior decoration materials, electrical wiring and evacuation routes. “Script murder” venues shall not locate in residential buildings or basement lower than B1, and fire safety requirements must be strictly followed.
Sixth, construction and design agencies shall conduct self-reviews and rectifications in fire safety, verify the quality of the construction plan and fire design, guide the construction agency to quickly rectify where a loophole is identified, and ensure the quality of fire control during and after the construction phase.
Seventh, design review agencies shall comprehensively review the construction drawings of high-rise buildings, major projects and entertainment venues, streamline problems found on a monthly basis and submit key findings to the Commission’s Fire Design Review Office.
Eighth, the Commission will soon organize a thorough inspection among high-rise buildings, major projects and entertainment venues over their design quality, the inspection will be jointly carried out by the Commission, Beijing Municipal Commission of Housing and Urban-Rural Development and Beijing Municipal Fire and Rescue Department. Where serious design flaws are identified, or review opinions are executed, or project not carried out in strict accordance with the construction drawing, the Commission will hold relevant agencies accountable in order to earnestly guarantee quality and safety of construction projects.
