To whom this may concern:

The Commission has, through dynamic inspections, found that Beijing Zhonghuili Electric Power Engineering Design Co., Ltd. and 17 other companies have technical staff whose qualifications fail to meet the standards as required for engineering survey and design. As per provisions of the Management Rules on Qualifications of Engineering Survey and Design (former Ministry of Construction Decree No. 160), a rectification order is hereby issued with the following details:

I. Rectification documents required

1. Corporate Rectification Report (signed by the legal person and stamped with the official seal of the company).

2. “Engineering Design Qualification Application Form” 1 copy; technical staff’s declaration of “Basic Information and Professional Performance Table”; Power of Attorney of the legal person (1 copy).

3. A copy of the business license of the legal person and other company (companies) jointly held by him/her.

4. Identity Certificate of the legal representative of the enterprise and his/her business partner.

5. The identity certificate, employment documents, graduation certificate, professional certificate of key persons in charge of the enterprise; the Chief Technical Officer and the Chief Engineer shall present the “Basic Information and Professional Performance Table”.

6. The identify certificate of practitioners registered on the Engineering Design Qualification Application Form. A sealed copy of the Original Registration Forms or Updated Registration Forms of the company issued by provincial level authorities.

7. The identify certificate, professional certificate and graduation certificate of non-technical staff registered on the Engineering Design Qualification Application Form. Non-technical staff and non-registered staff who handle businesses related to engineering design also need to submit the “Basic Information and Professional Performance Table”.

8. The enterprise social security record of key technical staff (registered or non-registered) indicated on the “Engineering Design Qualification Application Form”.

9. Invoices of the main survey equipment (applicable only to engineering survey enterprises).

10. Proof of office space (office space use instructions, office space rental agreement).

11. Stamped documents showing the company’s service quality, safety management system, technology, materials and equipment, human resources, finance, archives and other management records. If the corresponding quality and safety system certification have been obtained, then the relevant certificate needs to be submitted.

The original copies of the all the documents mentioned above are needed. For Document 1, 2 and 8, stamped scanned copies are also acceptable.

II. Rectification period and requirements

This Rectification Notice has a period of three months (starting from the issuance of this Notice). Please submit all documents required to the email address of baoyin0508@163.com. The Commission will review all materials submitted. Companies failing to submit the above-requested documents on time or submitting sub-standard documents shall be subject to punishment as per provisions of the Management Rules on Qualifications of Engineering Survey and Design (former Ministry of Construction Decree No. 160).
