Notice on Deepening the Reform of Combined Measurement for Engineering and Construction Projects

According to the “Beijing Municipal Government Notice on the Implementation Plan of the Business Environment Innovation Pilot Project” (JZF [2022] No. 6) and the “Office of the Beijing Municipal Government on the Issuance of the ‘Implementation Plan on Boosting Market Vitality and Optimizing Business Environment’” (JZF [2022] No. 18), and in order to deepen the reform of Combined Measurement for Engineering and Construction Projects, this Notice is hereby issued as below:
I. Objectives
On the basis of the reform results already achieved, this Project aims at scaling up the reform among more engineering construction projects in Chaoyang, Haidian, Daxing and Tongzhou District throughout the whole engineering construction process of the project, expanding the application of vector data, strengthening the sharing of surveying and mapping data, cultivating the surveying and mapping services market, and continuously improve their service capacities as well as the approval efficiency of relevant government agencies.
II. Scope of Reform
The reform will extend from the stages of project acceptance and real estate registration to the whole process of engineering and construction; and the coverage of the reform is expanded from low-risk projects to all housing construction and municipal transportation infrastructure projects (excluding linear projects and special projects), involving all stages of administrative approval, administrative confirmation, supervision and other matters related to surveying and mapping.
III. Matters to be Combined
In accordance with the principle of “similar time, similar content, same subject” and “one measurement for one subject”, the reformed framework will feature only four measurement matters, namely planned land measurement; boundary and cadastral measurement (land survey and real estate land included); engineering construction (including property prediction and mapping, planning line measurement, planning and construction process measurement); and completion and real estate measurement (including completion measurement, real estate measurement, and cadastral measurement). The constructor shall commission a surveying and mapping service provider for each measurement item, and the commissioned agency shall meet relevant standards.
IV. Technical Standards
According to the requirements of the national and municipal technical standards, the surveying and mapping matters are clarified, the form, results, use of results and the content of measurement are refined. The previous measurement result shall apply if the scope of the subject, boundaries and ownership remains unchanged. Additional measurement shall be supplemented in case of any changes to the aforementioned scope. The relevant technical requirements and templates are implemented according to the “Technical Guide for Combined Measurement of Engineering Construction Projects in Beijing (trial version)” (see Annex).
V. Service Platform
Free software is provided for surveying and mapping agencies to submit results, standardize the form of results, and utilize vector data. The service platform will be optimized to support timely release of industry management and technical standards to achieve results submission, feedback, review and storage, shared applications, quality supervision and other online management matters. The platform will feature smooth interoperability with the interface of the property survey and mapping results audit system, real estate registration system and the approval system, provide results and data for various departments in a timely manner, and cover all kinds of survey and mapping results data in terms of “front-end unified submission, middle stage intelligent transfer, and back-end sharing as well as mutual recognition”.
VI. Quality Supervision
Mapping agencies shall strictly enhance their accountability on quality, refine management results, and ensure that the results data is true and accurate. The credit management system for agencies and their staff shall be established, and the “combined measurement” results shall be factored into the annual quality supervision program. Surveying and mapping agencies must strengthen the supervision throughout all processes, enhance the training and supervision among main project leaders, apply electronic signature of the surveying and mapping results, and vigorously adopt the signature/seal and lifelong accountability system centering on registered surveyors so as to advance the high-quality development of the surveying and mapping industry.
VII. Other Requirements
1. The reform of “combined measurement” is a key part of the State Council’s business environment innovation pilot and Beijing’s business environment program. Relevant stakeholders must attach great importance to enhancing accountability, strengthening organizational leadership, promoting the reform policy throughout all processes, and organizing trainings about technical standards and mapping services so as to ensure the effective implementation of various reform policies.
2. Mapping agencies must quickly adapt to and follow through the reform requirements, and timely upload the results data onto the service platform, strengthen the awareness on data quality, service consciousness, and improve the effectiveness of mapping services.
3. The contracts signed and projects commissioned after the issuance of this Notice shall follow the specifics of this Notice. Previous projects shall be executed in accordance with the contract signed prior to this Notice. For results submission, the “Technical Guide for Combined Measurement of Engineering Construction Projects in Beijing (trial version)” shall prevail.
