Following the principles of fairness, justice and openness, the Commission’s Miyun Bureau now issues a public solicitation for a service provider that drafts the Special Report of Miyun District on State-owned Natural Resources (Assets) Management.

I. Project Overview

Task: Draft, in accordance with the “Implementation Opinions of the Beijing Municipal People’s Government on Reporting the Management of State-owned Assets to the Standing Committee of the Municipal People’s Congress” (JZF [2018] No. 20) and the “Notice of the Beijing Municipal Commission of Planning and Natural Resources and Six other Departments on Reporting State-owned Natural Resources in Beijing” (JGZF [2020] No. 439), the Annual Special Report of Miyun District on State-owned Natural Resources (Assets) Management and its sub-reports on land resources and mineral resources.

The winner of the bid shall draft a report that reflects the basic information, management overview, existing problems, and rectification suggestions in relation to the natural resources (assets) of Miyun District; and submit a drafting timeline and submit the plan on time to the district and municipal authority for review. 

II. Competitive bidding

This public solicitation will look at the candidate company’s service quotation, comprehensive strength, business performance (evidenced by key contract pages stamped with official seals of the company), technical service solutions, staffing and service commitment, etc.

III. Requirements for bidders

Agencies participating in the public solicitation must:

1. be an independent legal person, with the ability to independently assume civil responsibility;

2. have a good record of paying taxes and social security funds in accordance with the law;

3. have no illegal and bad records in business activities in the past three years;

4. have a good business reputation and sound financial accounting system; and

5. have the ability to complete the task of this project, including but not limited to: be familiar with the laws and regulations on natural resources, understand asset owners’ rights and interests and the reporting system of state-owned natural resources assets, and be capable of drafting sound reports.

IV. Budgetary amount

RMB 185,000.

May 2022 to December 2022

VI. Submission of bidding documents

1. Eligible bidders shall provide five stamped copies of the Competition Document (including the corporate profile, business record descriptions, service solutions, letter of commitment, and service quotation).

2. Application deadline: May 10, 2022, 17:00 (Beijing time), late delivery will not be accepted.

3. The Competition Document shall be submitted to Room 303, No. 13, Xinbei Road, Miyun District, Beijing. Late delivery or delivery to the wrong location will not be accepted.

VII. Bidding result

The competitive selection will be completed by the Miyun Bureau within 15 working days after the submission deadline. The bidding result will be notified in writing to the selected agency within 5 working days afterwards. Agencies not receiving a written notification are those not selected, and no separate notifications will be issued.
