Notice on Adjusting Building Numbers Signs (Trial)

 

In order to optimize the business environment, and improve governance efficiency, and as per the decision of the municipal government, the Commission will, starting March 31, 2022, as entrusted by the Beijing Municipal Public Security Bureau, organize the preparation of building signs at the stage of engineering planning approval. The relevant matters are hereby notified as follows.

I. Matters within the mandate of Beijing Municipal Commission of Planning and Natural Resources

Starting from March 31, 2022, the Commission will organize the preparation of building signs at the stage of engineering planning approval, covering the number signage (plaque) of rooms, units, building blocks and doors.

Upon a developer obtaining the Real Estate Rights Certificate, the Commission will send the tentative building number information (including standard address information and the number of door and building plaques) to the public security authorities.

II. Matters within the mandate of Beijing Municipal Public Security Bureau

Project under construction prior to March 31, 2022 whose building number signs are not prepared by authorities of planning and natural resources shall fall within the mandate of public security authorities.

Public security authorities are responsible for preparing the building number signs of old buildings and residential housing in rural areas, and shall push relevant information, such as the standard address of the buildings, to authorities of planning and natural resources.

Public security authorities are responsible for the inspection and management of the city’s building number signs, where a plaque sign is identified as loose, obscured, damaged or lost, immediate rectification measures shall be taken to correct, maintain or replace the building number sign in question.

Public security authorities shall carry out trainings for authorities of planning and natural resources. The former is legally responsible for handling complaints, letters and visits, administration re-consideration, etc. and the latter shall work collaboratively in drafting written responses, collecting evidences, etc. Where the original administrative decision is changed, revoked, confirmed, deemed illegal or requested to be enforced within a set time frame through reconsideration, litigation hearings or court ruling, the public security authority shall guide the authority of planning and natural resources to fulfill the reconsideration decision and court rulings.  The public security authority shall also supervise the enforcement of the reconsideration decision and court rulings.

III. Handling process for newly constructed buildings

1. Pre-numbering stage

Construction agencies shall conduct a pre-numbering for building/door/unit/room according to the “Beijing Municipality Door and Building Sign Measures”, and the “Beijing Municipality Standards for Building Number Signs”. Construction agencies shall also provide relevant materials for the comprehensive consultation stage, which include the Application Letter for Building Number Signs in Beijing, and where applicable, Numbering Table for Multiple Residential Buildings and Rooms, Numbering Table for a Single Residential building, or Numbering Table for Office Buildings. 

Where a building number is requested to be adjusted in the comprehensive consultation stage, and where a building is deemed as low investment risk project, the construction agency shall provide relevant materials while applying for the Construction Project Planning Approval.

2. Comprehensive consultation stage of multi-planning

In the comprehensive consultation stage, the planning and natural resources authority shall determine various building numbers and verify their compliance with the “Beijing Municipality Door and Building Sign Measures”, and the “Beijing Municipality Standards for Building Number Signs”. When issuing opinions of the comprehensive consultation stage, the construction agency shall be notified of the opinion.

3. Planning permission stage

When declaring the construction project planning license, if the decision is consistent with the opinion of comprehensive consultation stage, the planning and natural resources authority shall notify the construction agency of such consistency. It shall produce the Confirmation Form for Door Number Signs and Confirmation Form for Building Number Signs, and reach out to the producer of number plaques commissioned by the public security authority. After the plaques are produced, they shall be properly installed according to the Installation Standards for Door/Building Number Signs.

Where the door/building number info contained in the design sketch of the Construction Project Planning Permission submitted by the construction agency is inconsistent with that of the comprehensive consultation stage, or a pre-number is not given in the process of obtaining the Construction Project Planning Permission, the planning and natural resources authority shall determine the door/building number, and verify its compliance with the “Beijing Municipality Door and Building Sign Measures”, and the “Beijing Municipality Standards for Building Number Signs”. Upon receiving a text message from the authority, the construction agency can log onto the website of the authority to check and download the finalized numbering information.

Where the door/building number info is not contained in the design sketch of the Construction Project Planning Permission submitted by the construction agency, the agency shall be notified in the “Notice Column” of the annex to the Construction Project Planning Permission that the construction agency shall engage in preparation of door/building number plaques/signs as per the “Beijing Municipality Door and Building Sign Measures”.

4. Planning verification stage

In the planning verification stage, the planning and natural resources authority will verify the final the door/building number and the installation of the number plaque/sign; if the sign is not set, the construction agency shall be informed to complete the installation, and show an on-site photo upon registering real estate right certificates.

5. Real estate registration stage

In the real estate registration stage, the planning and natural resources authority shall register the installed door/building number plaque. Where such plaque is not installed during the earlier field inspection, the registration shall be conducted based on the on-site photo. In the meantime, the planning and natural resources authority shall push the relevant information to the public security authority. Where the door/building number sign is still not installed, the public security authority will issue punishment according to relevant rules and regulation.

This Notice is hereby issued.
