Announcement on Issuing Electronic Financial Bills for Online Payment of Real Estate Registration Fees in the Beijing Municipality_Notification

In order to further improve the environment for doing business, and make real estate registration services more efficient, the Beijing Municipal Commission of Planning and Natural Resources and the Beijing Municipal Bureau of Finance have decided to issue Beijing uniform non-tax income bills (electronic) to real estate registration fee payers beginning March 16, 2020. Such bills serve as formal accounting vouchers to be recorded. Relevant information is disclosed below:

1. Paying the registration fee

a. Pay via mobile phone. After receiving the short message for Beijing real estate registration fee payment, applicants can click on “Self-Help Payment through Mobile Phone” in the short message to enter the payment platform, and choose WeChat, Alipay or Online Banking to pay the real estate registration fee. Or

b. Pay through a computer connected to the Internet. After receiving the short message for Beijing real estate registration fee payment, applicants can enter the “Beijing Online Real Estate Registration Platform” (website: http://bdc.ghzrzyw.beijing.gov.cn/eo) through Ebeijing (www.beijing.gov.cn) or the web portal of the Beijing Municipal Commission of Planning and Natural Resources, select “Pay Taxes” and enter “Pay Registration Fee,” input “Real Estate Registration Number,” and choose WeChat, Alipay or Online Banking to pay the real estate registration fee.

2. Obtaining electronic bills

After payment, applicants can obtain the Beijing uniform non-tax income bill (electronic) in the email submitted.

3. Legal validity

In accordance with the Circular of the Ministry of Finance on Unifying the Forms of Electronic Financial Bills and Printed Financial Bills in China (CZ [2018] No. 72), electronic financial bills can serve as accounting vouchers to be recorded. Such bills are also the original vouchers for the financial revenue and expenditure and accounting of an entity, and are an important basis for supervision and inspection conducted by financial and auditing departments.
