The notice on the issuance of Handling Rules of Administrative Licensing and Administrative Services by Beijing Municipal Bureau of Land and Resources

To the branches of Beijing Municipal Bureau of Land and Resources, departments and subordinate units,
  In order to regulate the handling rules of administrative licensing and administrative services, Beijing Municipal Bureau of Land and Resources issued Handling Rules of Administrative Licensing and Administrative Services on July 6, 2011.
  Firstly, Handling Rules of Administrative Licensing and Administrative Services will no longer be divided into urban edition and branch edition. The administrative licensing and administrative services will be handled according to the division of Handling Rules of Administrative Licensing and Administrative Services. The administrative licensing and administrative services of the branches will be handled by the specific unit functioned by the branches.
  Secondly, the administrative licensing and administrative services should be handled according to Implement the Administrative Licensing Requirements. The newsletter pieces of mapping result should be dealt with according to the notice on the Mapping Result of Administrative Approval Using Newsletter by Beijing Municipal Bureau of Land and Resources.
  Thirdly, the branches must strictly enforce the Handling Rules of Administrative Licensing and Administrative Service and shall not create their own standards or other requirements rather than the Handling Rules of Administrative Licensing and Administrative Service. The establishment, modification, revocation and content adjustment of the administrative licensing and administrative services are implemented by the legal department of Beijing Municipal Bureau of Land and Resources.
  Fourthly, the bulletin of the branches should be dealt with at the reception center or through the website of the bureau. The bulletin of Beijing Municipal Bureau of Land and Resources should be co-charged by the legal department and the reception center of Beijing Municipal Bureau of Land and Resources.
  Fifthly, the inspection department and legal department of Beijing Municipal Bureau of Land and Resources are responsible for the periodic inspection and briefing of the implementation of the Handling Rules of Administrative Licensing and Administrative Service.
  Sixthly, Handling Rules of Administrative Licensing and Administrative Service came to effect on August 1, 2011. The notice on Modification and Improvement of the Land and Resources Administrative Licensing Procedures issued on December 25, 2006 and the notice on the Issuance of Administrative Services issued on December 31, 2006 stopped execution. Any inconsistence should be prevailed according to Handling Rules of Administrative Licensing and Administrative Service.
  Seventhly, the administrative licensing and administrative services dealt with before the issuance of the Handling Rules of Administrative Licensing and Administrative Service should be dealt with according to the original regulations.
  Eighthly, the problems confronted during the implementation should be reported to the related department and the legal department.
