Carefully Studying and Communicating the Spirit of the Speech Made by General Secretary Xi Jinping
Fully Implementing the Requirements of the Fifth Plenary Session of the Eleventh Municipal Committee
On March 1–2, 2014, Beijing municipal committee of the CPC held the fifth plenary session of the eleventh municipal committee to communicate and study the important speech made by General Secretary Xi Jinping in the visit to Beijing. The Publicity Department of the municipal committee and the Working Committee for offices directly under Beijing municipal government also issued a notice for in-depth study and implementation throughout the city. We conscientiously implemented the requirements of the notice and organized all the offices and departments of the Municipal Bureau of Land and Resources to carefully study and communicate the spirit of the speech made by General Secretary Xi Jinping and the speech made by Municipal Committee Secretary Guo Jinlong on the fifth plenary session of the eleventh municipal committee.
I. Attaching great emphasis, promptly studying and communicating the speeches and requirements, and proposing specific requirements by the Leading Party Group
On March 10, the Leading Party Group of the Bureau held an enlarged meeting (i.e., enlarged directors meeting) for the central group to carefully study and communicate the spirit of the speech made by General Secretary Xi Jinping and the speech made by Municipal Committee Secretary Guo Jinlong on the fifth plenary session of the eleventh municipal committee. In the meeting, Secretary Zhang Guoyu communicated the Speech of Comrade Guo Jinlong on the Fifth Plenary Session of the Eleventh Municipal Committee and the Summary of Comrade Guo Jinlong on the Fifth Plenary Session of the Eleventh Municipal Committee.
Director Wei Chenglin talked about his understanding in the study. He thought that one should carefully study and fully implement the spirit of the speech made by General Secretary Xi Jinping in the visit to Beijing and the speech made by Secretary Guo Jinlong on the fifth plenary session of the eleventh municipal committee based on the actual work. He required that all party members and leaders of the branches and sub-branches of the Leading Party Groups in the sub-bureaus under the Municipal Bureau of Land and Resources, and offices directly under Beijing municipal government to carefully, comprehensively and systematically study the spirit in line with the actual work for prompt implementation. He also said that a workshop would be held, in which he would continue the study with all party members and leaders from all units of the bureau, and listen to the report of each operation department about the study and implementation. In addition, he required that all integrated departments of the organ under the municipal bureaus to carefully organize for study and publicity, and effectively implement the study, communication and implementation of the spirit of the speech made by General Secretary Xi Jinping in the visit to Beijing and the speech made by Municipal Committee Secretary Guo Jinlong on the fifth plenary session of the eleventh municipal committee.
II. Implementing the strategic deployment for joint development of the Beijing-Tianjin-Hebei region, and actively communicating with the Department of Land and Resources of Tianjin Municipality
On March 7, Zhang Wei, Deputy Secretary and Deputy Director of the Leading Party Group of the Bureau led a team consisting of members from operation departments to visit Tianjin Municipal Bureau of Land Resources and Housing Management for a research forum to achieve the following goals: further implement the spirit of the speech made by General Secretary Xi Jinping and the requirements of the speech made by Secretary Guo Jinlong on the fifth plenary session of the eleventh municipal committee; fully explore the coordination mode for land planning in the Beijing,-Tianjin-Hebei region, and actively build a platform for joint work, based on requirements of “speeding up the industrial cooperation and ecological environment protection, promoting the joint construction and enjoyment of public resources such as education and medical treatment, further promoting regional coordination and development, effectively improving the overall level of regional development, and striving to build a new and modern capital economic circle”.
With a starting point of population, resources, environment and municipal function orientation, both parties introduced their respective experience and practices with respect to aspects of industry cultivation and development, infrastructure construction, and land planning and management, etc.; summarized the problems and challenges in current land use management; discussed the mode for land planning, coordination, and development in Beijing-Tianjin-Hebei region; and shared common views regarding multiple aspects including basic information sharing, interactive industrial development, consultation mechanism planning, etc. Both parties agreed that Beijing and Tianjin shared an inevitable bond that links their existence, prosperity and benefit. They agreed that the next step was to fully show the important guiding role of land planning in integrative development in such region, based on a fully study of the spirit of the speech made by General Secretary Xi Jinping.
III. Studying, communicating and implementing with the combination of educational practices
All leaders of the Municipal Bureau of Land and Resources have effectively studied and implemented the spirit of General Secretary’s speech as a primary political task, and have combined implementation of the spirit with the implementation of the educational practices of mass line. While participating the summary meeting of practices of each branch and each unit directly under the Bureau, the Bureau steering group for educational practices of mass line led by Secretaries, Director and Deputy Directors have promptly publicized and communicated the spirit of the speech made by General Secretary Xi Jinping and the speech made by Secretary Guo Jinlong. They have fully studied such spirit with the combination of practical work and comprehensive and systematic study, and specifically based on different work or duty features and requirements of the branches and units directly under the Bureau; they also require departments to combine the actual situation and promptly implement the spirit with an energy of no wait, no slight and no rest.
IV. Publicizing and organizing for study and communication with the combination of actual work
In order to promptly study, communicate and implement the requirements of the Notice of the Working Committee of Organ Directly under the Municipal Bureau about Printing and Issuing Documents Regarding the Spirit on the Fifth Plenary Session of the Eleventh Municipal Committee, the CPC Party Committee of Organs of the Bureau transmitted such Notice in time, and required the branches and sub-branches of each Bureau-affiliated unit to study, communicate and implement. All such branches and sub-branches quickly organized all their Party members and cadres to comprehensively and systematically study and carefully implement the spirit with the combination of their duties and operation.
