Related Sub-bureaus under Beijing Municipal Bureau of Land and Resources:
With a view to strengthening the supervision and management of geothermal resources in Beijing, improving rational utilization and effective protection of resources and maintaining legitimate rights and interests of mining-right owners, the annual inspection is hereby arranged as follows in accordance with the requirements of the Ministry of Land and Resources and pursuant to the Procedures for Administration of Registration of Mining of Mineral Resources, Regulations of Beijing Municipality on Administration of Mineral Resources and Procedures of Beijing Municipality on Administration of Geothermal Resources.
I. The annual inspection for geothermal mining rights, as an important task in geothermal resource management, shall be organized and implemented by the Geothermal Division of the Bureau. Related sub-bureaus shall annually inspect the geothermal mining rights in their respective administrative regions. Details are listed in the Appendix: List of Geothermal Mining Rights of Beijing Municipality.
II. Work scope: mining-right owners granted mining licenses in the administrative regions of Beijing Municipality.
III. Work pattern: review documents and make field inspection.
IV. Work requirements:
(I) Related sub-bureaus notify the geothermal mining right owners required for annual inspection, and specify the specific requirements.
(II) The Geothermal mining right owners for annual inspection submit the following documents:
1. Annual Inspection Form for Geothermal Development and Utilization, in duplicate (download it from the website: http://www.bjgtj.gov.cn);
2. Self-inspection report of the geothermal mining right owner on annual inspection, including current situation of geothermal development and utilization, safety production, number and use of wells in the existing mining areas granted mining rights, payment of mineral resource compensation fee in 2013, installation and operation of remote metering equipment, 2012 geothermal annual inspection and rectifications;
3. One copy of payment voucher of mineral resource compensation (geothermal) fee (issued after January 2013);
4. One copy of duplicate mining license;
5. The letter of authorization for management and payment by the mining right owner who is not the payer of the mineral resource compensation fee;
6. Written explanations if a mining license was granted but no production started;
7. Mining right transfer contract and copies of payment receipts if the geothermal mining right owner renewed and changed the mining right in 2013;

8. Copies of payment vouchers of usufruct outlay of mining right (issued after January 2013).
(III) Related sub-bureaus must complete and submit the Annual Report on Development and Utilization of Geothermal Resources to the Geothermal Division, conduct field random inspection on the development and utilization conditions of geothermal mining right owners within their respective administrative regions, with a field inspection rate not less than 30%, and make field verification on the situation where an owner holding the mining license does not perform exploitation within the year.
(IV) If geothermal mining rights comply with annual inspection requirements, related sub-bureaus will state “2013 Annual Inspection Passed” on and affix their official seal to the Annual Inspection Form for Geothermal Development, with one copy returned to the geothermal mining right owner and one copy filed by relevant sub-bureaus.
After affixing official seals to the summary report on the annual inspection of geothermal mining rights in the respective administrative regions and Annual Inspection Statistics in one original, related sub-bureaus submit them to the Geothermal Division of the Bureau by May 20, 2014.
