Entrusted by Beijing Land Rehabilitation & Reservation Center Fangshan Sub-center, China CNTC International Tendering Corporation organizes the open invitation for bids in China for the primary land development project at northern shallow mountain area in new urbanization construction of Changgou Township, Fangshan District (Bid Invitation No.: TC150N3B4) which has been approved by the People’s Government of Beijing Municipality and sincerely invites all potential bidders willing to undertake the project to enter a bid. All relevant matters are announced as below:
I. Project Overview:
1. Bid inviter: Beijing Land Rehabilitation & Reservation Center Fangshan Sub-center
2. Project name: The primary land development project at northern shallow mountain area in new urbanization construction of Changgou Township, Fangshan District
3. Project planning: The project is mainly planned for multiple purposes and residence.
4. Project scope: The project is located at Changgou Township, Fangshan District, to the north of Yunjusi Road and west of Fangyi Road. Scope of the project: east to Yan Village; south to Yan Village, East Ganchi Village, South Ganchi Village and West Ganchi Village; west to West Ganchi Village; north to Yan Village, East Ganchi Village, North Ganchi Village and West Ganchi Village.
5. Land area of the project: Total land area of the project is 103.77 hectares, including state land of 0.70 hectares and collectively-owned land of 103.07 hectares (finally subject to the piles nailed).
6. Main procedures in the primary land development: Formalities of the preliminary work, land acquisition, execution of relocation compensation, major municipal construction, acceptance and market entering as well relevant subsequent matters.
7. Financing method for the primary land development: The capital will be raised by the bid winner.
8. Predicated cost of the primary land development of the project in the invitation for bids is 5,065.4817 million yuan.
II. Bidder Qualification and Bidding Requirements
1. All enterprises with municipal provisional-level or higher-level real estate development qualification can bid for it;
2. The bidder and its major shareholders have no adverse credit records;
3. The bidder has project capitals of corresponding amount;
4. The bidder purchases bid-inviting documents and makes a registration.
5. Joint bidding is allowable in the project;
5.1 In case of joint bidding, all parties of the consortium shall meet the following conditions and requirements:
(1) Two or more legal persons may form a consortium and jointly submit their bids as one bidder. All documents submitted by the consortium (including but not limited to business license, qualification, letter of authorization, ID card of the authorized person, bidding document of the consortium and bidding documents, etc.) must be notarized at a notary organization.
(2) All parties of the consortium must have the provisional-level or higher-level real estate development qualification approved and issued by construction administrative department.
(3) All parties of the consortium shall sign a joint bidding agreement to specify their work and responsibilities and submit the joint bidding agreement to the big inviter together with the bidding documents.
(4) All parties of the consortium shall no more enter a bid independently and shall not form or participate in other consortiums to enter a bid for the same project.
(5) In the bidding process, all parties of the consortium shall jointly recommend a joint bidding organizer and submit a letter of authorization (which must be notarized) to certify qualification and scope of authority of the organizer. The letter of authorization, as a part of the bidding documents, shall be also submitted to the bid inviter.
(6) After success of the joint bidding, all parties of the consortium shall jointly sign Consignment Agreement for Supervising the Primary Land Development and bear joint liability for performance of the contract.
(7) After winning the bid, the consortium shall establish a real estate development company able to bear liabilities independently in Beijing according to relevant regulations to be responsible for the primary land development of the project.
(8) All parties of the consortium shall also meet other requirements for bidder qualification and bidding application.
5.2 All joint-bidding parties shall also submit a joint bidding agreement and a letter of authorization signed by all parties of the consortium.
6. The following documents shall be provided for bidding application and purchase of bid-inviting documents:
(1) Original copy of letter of authorization of the legal person
(2) Photocopy of ID card of the legal person (seal affixed)
(3) Original copy and photocopy of ID card of the authorized person (seal affixed)
(4) Original copy and photocopy of carbon copy of valid business license of the enterprise (seal affixed)
(5) Original copy and photocopy of real estate development qualification certificate (seal affixed)
(6) Original copy and photocopy of organization code certificate (seal affixed)
(7) Original copy and photocopy of tax registration certificate (sea; affixed)
III. Bidding Application and Issuance of Bid-inviting Documents
1. The bidder shall get the bid-inviting documents during 9:00-11:00 and 13:30-16:00 from May 5, 2015 to May 11, 2015, except holidays.
2. Bid-inviting documents will be sold upon the payment of non-refundable fee of 1,000 yuan/copy.
3. Issuance place of bid-inviting documents: Room 508, China CNTC International Tendering Corporation (Address: Building 9, Yard 14, Zaojunmiao, Haidian District)
4. Bidding Preregistration in Project Bid-inviting (Pre-review of Bidder Qualification)
All bidders participating in the preregistration shall be the bidders that have purchased bid-inviting documents of the project and made a registration.
4.1 The following certificates shall be submitted at the time of preregistration:
(1) Certificate and ID card photocopy of legal representative (seal affixed)
(2) Original copy of letter of authorization of the legal representative and photocopy of ID card of the authorized person (seal affixed)
(3) Original copy of carbon copy of effective business license and its photocopy with seal affixed (check the original copy and reserve the photocopy)
(4) Original copy of valid organization code certificate and its photocopy with seal affixed (check the original copy and reserve the photocopy)
(5) Original copy of tax registration certificate and its photocopy with seal affixed (check the original copy and reserve the photocopy)
(6) Original copy of the provisional-level or higher-level real estate development qualification approved and issued by construction administrative department and its photocopy with seal affixed (check the original copy and reserve the photocopy)
(7) Payment certificate of bid bond (certificate for payment of bid bond (a receipt issued by Beijing Land Rehabilitation & Reservation Center Fangshan Sub-center, check the original copy and reserve the photocopy))
(8) Certificate of own funds issued by a ban; (certificate of own funds of the minimum amount that the bidder for the primary land development prescribed in bid-inviting documents of the project shall have)
(9) Enterprise operating conditions and performance history commitment (affixed with official seal and signature or seal of the legal representative)
4.2 If the bidder fails to provide the payment certificate of bid bond (a receipt issued by Beijing Land Rehabilitation & Reservation Center Fangshan Sub-center) and the credit certification does not meet the requirements of bid-inviting documents, the bid inviter shall reject its bid.
4.3 Only the bidder passing the preregistration qualification review is allowed to formally participate in the bidding.
4.4 The time for delivering qualification review documents for preregistration is 9:00-11:00 and 13:30-16:00 on May 22, 2015. Otherwise, the qualification review documents will be rejected by the bid inviter.
4.5 The place for delivering qualification review documents for preregistration is Room 508, China CNTC International Tendering Corporation.
IV. Bid Bond
1. Bid bond for this project is RMB 10 million.
2. The bid of the bidder who fails to pay the bid bond at due time shall be rejected.

V. Delivery Time of Bidding Documents
1. Delivery time of bidding documents: 9:00a.m—10:00a.m, May 26, 2015 (Beijing Time).
2. Phoned, mailed and verbal bids are rejected in this project.
