Since the beginning of this year, we took a strong stance against the construction and sales of limited property house. We strengthened our efforts to publicize laws and regulations. Partial results were gained through our stronger and harsher measures to block and punish the illegal construction. However, the construction and sales of limited property house have not been eradicated at present. Continued construction and sales of some limited property house are reappeared.

Construction and sales of limited property house are serious violations of the Land Administration Law of the PRC, Urban and Rural Planning Law of the PRC, Criminal Procedure Law of the PRC, and other relevant laws; these violations significantly impede the urban and rural planning, and may disturb land use and the order of urban and rural construction; they have a strong negative impact on the green development which has damaged the interest of the masses; they have also severely impaired the social equality and justice and disturbed the order of economic and social development, which shall be fought resolutely according to the law.

All the units and citizens in our district are expected to use the land and construct legally, obey the management of urban and rural planning consciously, and reject the construction and sales of limited property house conscientiously.

Any direct or covert transfer and resale of land, any construction or sales of limited property house shall be shut down. The judiciary authorities shall take stern actions against suspected crimes. Any limited property house that constructed without permit shall be pulled down or corrected by the parties concerned by their own during the legal time limit. In the case of refusing to correct, the parties concerned shall be punished and bear relevant liability in accordance with the law. Any public services (including water, power, gas, optical fiber, fixed-line telephone and radio and television) or municipal services provided to the limited property house shall be stopped and removed according to law; In the case of supplying building design and building materials for the construction of acknowledged limited property house or any facts of construction or sales involved shall not be protected by law; And any violations of law shall be punished. Any illegal purchase of limited property house shall not be protected by law; any damages caused shall be assumed by the purchaser. Any limited property house punished (confiscation and penalty) by the administrative organ, the party with violations of law shall have no rights of disposal; any continuous sales are violation of law which shall be dealt with according to law. Any facts of obstructions to law enforcement shall be seriously dealt with according to corresponding regulations of Criminal Law of the PRC and Law of the PRC on Penalties for Administration of Public Security.
