Questions & Answers Concerning the Bidding for the Four Parcels in North Haidian District, Huangcun Town of Daxing District, etc.

1. What are the specific contents and requirements for star level of green building, implementation proportion of prefabricated construction, application of other energy-saving and environment-friendly technology and planning & construction scheme?

A: (1) Star level of green building: Besides the star level of green building, it includes the usage ratio of renewable energy and green building materials;

(2) Implementation proportion of prefabricated construction: implementation ratio of prefabricated building, prefabrication ratio of prefabricated building, full-decoration ratio;

(3) Other energy-saving and environment-friendly technology: central ventilation system and seismic mitigation and isolation technique, and other products and technical measures to improve building quality and efficiency.

(4) Planning & construction scheme: Refer to deep preparations of planning & construction scheme in the bidding document for transfer of residential lands.

2. If the appraisal of construction schemes for high-standard commercial housing is not required in bidding, is it necessary to sign the regulatory agreement on the construction of high-standard commercial housing?

A: If the reporting of the construction schemes for high-standard commercial housing does not start or no bidder submits bidding documents or all the bidding documents are invalid within the specified period of reporting, the bidder does not need to sign the regulatory agreement on the construction of high-standard commercial housing.

3. Is the Thousand-Person Index necessary to be removed from the building area?

A: Under the stage of area ratio of commercial housing owned by bidding enterprise, such ratio for the bidder shall be that of the purely residential building within relevant parcel, excluding the area of public service facilities.

4. Is the 30% affordable housing mentioned in the planning conditions necessary?

A: The four parcels mentioned herein do not include affordable housing.

5. Is “90/70 Policy” applicable to the commodity housing beyond the area of self-owned commodity housing or the whole project?

A: “90/70 Policy” refers to that among all the residential buildings in the parcel, the houses built on the land with an area of less than 90m2 should account for more than 70 percent.

6. Are full-decoration houses and decoration standards necessary?

A: The specific requirements are subject to the Planning Conditions of Construction Project.

7. What is the time of returning guarantee?  

A: The guarantees, free of interest, for the losing bidders will be returned within 5 workdays after the listing activity ends.

8. Can the winning bidder of self-occupied housing set up relevant commercial management company?  

A: The commodity housing shall ne neither divided for concluding the Agreement on the Transfer of Right to Use State-own Land and nor sold during the holding period.  

9. Should the new Thousand-Person Policy apply?

A: For the four parcels, the investment subjects and corresponding implementation schemes should be further specified according to the Notice of Printing and Issuing the Configuration Indices for Residential Public Service Facilities in Beijing and Opinions to Implement the Configuration Indices for Residential Public Service Facilities in Beijing (J. Z. F. No. [2015] 7) and the constructions should be conducted as per the Interim Administrative Measures for Synchronous Delivery and Use of Residence, Public Infrastructures and Public Service Facilities in Commercial Residential Communities of Beijing (J. J. F. No. [2007] 99).

10. What is the proportion of sellable parts and carports for self-occupied housing in bidding?

A: The proportion of sellable parts is the same as that of carports for self-occupied housing, both of which shall satisfy the requirements Interim Administrative Measures for Constructing the Parking Lots in Large- and Medium-Sized Public Buildings and Planning and Design Criterion for Residential Public Service Facilities in Beijing and Land Saving Standards for Beijing Urban Construction.
