Notice of Beijing Municipal Planning and Land and Resources Management Committee on Work Safety on the New Year’s Day and during the Spring Festival and the “Two Sessions”

 

All the branches of the Committee, bureaus and offices and units directly under the Committee:

For earnest study and implement the series of important instructions of General Secretary Xi Jinping, Premier Li Keqiang and other central leaders on safe production, the teleconference of the State Council and Beijing Municipal Government, and as is required by the Committee, safe production work inspection will be carried on within the Committee, so as to implement key safe production tasks at the end of the year and the beginning of the new year, ensure the in-depth conduction of safe production on New Year’s Day and during the Spring Festival and the “Two Sessions”, maintain social harmony and stability in Beijing, create a happy and peaceful festive atmosphere, and ensure the smooth launch of the “Two Sessions”. Relevant requirements are hereby notified:

First, eliminate all kinds of hidden troubles

Prevention first. All units carry out internal fire safety inspection promptly to eliminate hidden dangers. Inspect the internal financial room, file room, computer room, security room, cafeteria, water, electricity and other important parts one by one. Settle the e hidden danger once found to prevent accidents.

Second, strictly implement safe production responsibilities

Implement “same responsibilities of party and government administration” and “double responsibilities for one post” according to respective functions and duties. Conduct all the work in an orderly manner, carry out safety inspection and supervision of various programs administrated, organized and launched, urge project units to follow security plans and safety responsibility system, and strengthen on-site management to prevent accidents. Prevent fire incidents on site of government land reserve.

Third, strengthen supervision and inspection on safe production of mining enterprises and geological prospecting units

Further strengthen the safety inspection of mining enterprises and geological prospecting units, during which related departments and the branches of the Committee shall inspect the production site of mining enterprises and geological prospecting units, severely punish illegal activities such as undocumented exploration, mining and that beyond the approved areas to prevent security incidents. At the same time, work with the relevant departments to strengthen safety supervision, coal and non-coal mines, and the monitoring of those already closed. Carry out special safety rectification of dangerous chemicals, oil and gas pipelines, and other key areas with other departments to eliminate all kinds of hidden dangers and maintain safety situation at the turn of the year.

Fourth, crack down on illegal mining of mineral resources

Under the unified leadership of local district committees and governments, all branches should coordinate and cooperate with relevant departments to crack down on illegal mining activities and maintain a high-pressure situation all the time. Strengthen the control and inspection of areas of illegal mining for early discovery, early prevention, and early punishment. Strictly investigate those behind the illegal exploitation and keep on cracking down on illegal mining to prevent its resurgence.
