To whom it may concern:
Pursuant to the Opinion on Further Optimizing the Business Environment and Deepening the Reform of Administrative Approval Process for Projects (Shi Gui Hua Guo Tu Fa [2018] No. 69) and the Opinion on Implementing the Reform of All-in-One Review for Shop Drawings (Shi Gui Hua Guo Tu Fa [2018] No. 83) (hereinafter referred to as the “Opinions”), in order to promote the all-in-one review for shop drawings for municipal infrastructure projects in Beijing, Beijing Municipal Commission for City Planning and Land Resources Management, Beijing Municipal Fire Bureau and Beijing Municipal Office of Civil Air Defense have decided to jointly identify the comprehensive review organizations for shop drawings for municipal infrastructure projects. The related matters are notified as follows:
I. Applicants
Comprehensive review organizations for shop drawings for municipal infrastructure projects (including rail transit projects).
II. Number of organizations to be identified
Pursuant to the Circular on Issues concerning the Administrative Measures for the Review of Design Documents of Shop Drawings for Housing Construction and Municipal Infrastructure Projects (Jian Zhi [2013] No. 111), the number of comprehensive review organizations for shop drawings for municipal infrastructure projects in Beijing will be determined based on the scale and trend of municipal infrastructure projects in Beijing for the last 3 years.
III. Application criteria
Comprehensive review organizations for shop drawings for municipal infrastructure projects in Beijing will be required as follows based on Class A review organizations under the Administrative Measures for the Review of Design Documents of Shop Drawings for Housing Construction and Municipal Infrastructure Projects (Order of the Ministry of Housing and Urban-Rural Development No. 13), as well as the professional requirements of Beijing Municipal Fire Bureau and Beijing Municipal Office of Civil Air Defense and the conditions for review organizations and the criteria for personnel:
1. A comprehensive review organization is an independent legal person who specializes in the review of shop drawings other than for profit-making purposes. The superior organization shall give a written guarantee for the public welfare of the review organization.
2. Registered capital: no less than RMB 5 million.
3. Office space: no less than 600 s.m. independent office space.
4. Personnel requirements: The reviewers shall have good professional ethics; more than 15 years’ experience in design, as well as more than 1 year’s work experience in Class A review organizations for shop drawings; have taken charge of the design for professions of at least 5 large municipal infrastructure projects. For professions operating on a registration system basis, the reviewers shall have qualifications as first-class registered architects, first-class registered structural engineers, registered public equipment engineers, registered electrical engineers, registered at the review organization; for professions that have not operated on a registration system basis, the reviewers shall have qualifications as senior engineers.
5. Review organization staffing requirements:
For the comprehensive review of shop drawings for municipal infrastructure projects (excluding rail transit projects), the number of reviewers shall not be less than 40 in total, including at least 7 reviewers in structure, water supply & drainage, roads and tunnels, gas & heat respectively (including at least 3 reviewers in roads, bridges and tunnels, gas and heat respectively), at least 5 reviewers in architecture, at least 2 reviewers required for HVAC, electrical and automatic control respectively, as well as other personnel to be provided depending on the workload of review.
For the comprehensive review of shop drawings for rail transit projects, the number of reviewers shall not be less than 42 in total, including at least 11 reviewers in structure, at least 5 reviewers in architecture, at least 3 reviewers in water supply & drainage, HVAC and electrical respectively, including 1-2 reviewers with more than 1 year’s experience in civil air defense projects for the above professions, at least 2 reviewers required for communications, automatic control, line, station, etc. respectively, as well as other personnel to be provided depending on the workload of review.
6. Reviewer age requirements: The reviewers shall not be above the age of 65, including less than 1/2 of the reviewers above the age of 60 in the given number of the reviewers for the profession.
IV. Application requirements
(i) The applicant shall submit the required materials as provided and be responsible for the authenticity of such materials. In case of any falsification, the applicant will be disqualified once confirmed.
(ii) Registration relationships of all registered personnel shall be transferred to the applicant (if registration relationships are not in place, the reviewer shall sign a letter of intent with the review organization).
(iii) Submission of materials.
1. Qualification Application Form for Comprehensive Review Organizations for Design Documents of Shop Drawings in triplicate.
2. Copy of Business License.
3. Copies of resumes and letters of appointment of the legal representative and the technical director.
4. Employment contracts and social security certificates (retirement certificates to be provided for retirees) of the reviewers under the Qualification Application Form for Comprehensive Review Organizations for Design Documents of Shop Drawings. The new reviewers should also provide title certificates, diplomas, copies of ID cards, qualification certificates and personal commitments of no administrative penalties due to violation of construction laws and regulations and mandatory standards for the last 5 years; persons that have dealt with the review of shop drawings in Beijing will be verified based on the application history and not need to provide the required certificates.
5. Where the integration of review organizations is involved, the integration plan should be submitted at the time of application, covering the form of organization, the proportion of registered capital, administrative staff and reviewers with certain strength and experience, office space with a good external image, systematic, reliable quality management system, etc.
6. The written commitment of the higher organization to protect the public welfare of review organizations.
