All relevant units,
In order to implement the requirements of the Circular on Issuing the Implementation Plan for the Pilot Reform of the Examination and Approval System for Engineering Construction Projects in Beijing (Jing Zheng Ban Fa [2018] No.36), deepen the relevant measures related to the reform of streamlining administration, delegating powers, improving regulation and optimizing services, and optimize the procedures for reviewing construction drawing of internal reconstruction projects, the relevant requirements are hereby notified as follows:
I. Implement the architect responsibility system for review of projects below 1000 square meters
For an internal reconstruction project with a construction area between 300 square meters and 1000 square meters (inclusive), the construction unit may send the reconstruction construction drawing to the original architectural design unit for review, and such drawing shall be signed and confirmed by the original project leader, so the architect responsibility system is implemented. The original architectural design unit and project leader shall conduct the review in accordance with the mandatory standards for project construction. If the construction drawing passes the review, the original project leader will sign it and the original design unit will affix the official seal to confirm it, and issue the Review Report on Construction Drawings Design Documents of Internal Reconstruction Projects in Beijing (Appendix), and the review costs shall be negotiated by both parties themselves. For those projects that cannot be reviewed and confirmed by the original project leader, the design unit may entrust the registered personnel with the same qualifications and above to carry out the verification and signature. For those projects that cannot be reviewed by the original design unit, the construction unit may send the construction drawing design documents to the comprehensive review agency for review, and the comprehensive review agency shall issue a technical consultation report.
For internal reconstruction projects below 1000 square meters, the construction unit shall obtain the review report of the original architectural design unit and the project leader or the technical consultation report issued by the comprehensive review agency before the formal construction.
II. Reasonably optimize review time
The comprehensive review agency of housing construction shall issue the Certificate of Conformity for Comprehensive Review of Construction Drawings Design Documents or Notice of Non-conformity for Comprehensive Review of Construction Drawings Design Documents for the project within 20 working days after receipt. Among them, the first review time of the review agency was reduced from the original 15 working days to 7 working days, the reexamination time should not exceed 3 working days, and the cumulative revision time of the design unit should not exceed 10 working days. For projects that still fail to meet the requirements of the review after three times of reexamination, a notice of non-conformity review should be issued directly. Meanwhile, the results of the project review will be publicized on the construction drawing platform with one standard, one body, one examination, one result and multiparty supervision in our city.
III. Continue to strengthen corporate integrity and disciplinary management
Efforts shall be made to establish the blacklist and whitelist of design units and publicize them to the public. It is required to continue to increase the punishment on illegal design units, standardize the market by interviewing, warning, suspending operations for rectification and other means, and increase the frequency of inspections for subsequent projects. Meanwhile, the design units with good design quality will be publicized and praised, and the construction units will be encouraged to select design units with good quality and high efficiency.
