Circular of Beijing Municipal Commission of Planning and Natural Resources on Simplifying the Procedure for Handling of Surveying and Mapping Operation Certificate

 

Various surveying and mapping entities in Beijing,

   In order to implement the spirit of "Streamlining Administration, Delegating Power and Strengthening Regulation, and Upgrading Services" and in accordance with relevant laws and regulations, Beijing Municipal Commission of Planning and Natural Resources (the “Commission”) has simplified the procedures for handling surveying and mapping operation certificates. The relevant matters are hereby notified as follows:

   I. Simplify application materials

   1. The entities which apply for handling the surveying and mapping operation certificate only need to submit a paper-version entity application form (the original form 2, see appendix 1), staff summary form (which should be signed by the applicant, see appendix 2) and social insurance certificate for the nearly three months, no longer submit the paper-version labor contract, individual application form (the original form 1), and the handler will refer to and check them through surveying and mapping management system.

   2. The application entity will no longer submit paper photos of personnel applying for certificate, but upload electronic photos in the prescribed format (see appendix 3 for the photo format).

   II. Reducing the time limit

   1. Reduce the processing time of "new application for surveying and mapping operation certificate" from 30 working days to 15 working days.

   2. Simplify the examination and approval process of "cancellation of surveying and mapping operation certificate", resulting that the handler will handle the closure directly; reduce the time from 30 working days to 5 working days.

   III. Relevant requirements

   All entities must carefully review and check the submitted materials, especially the quality of electronic photos. If the photo quality cannot meet the printing requirements and other problems, it will affect the normal processing time of surveying and mapping operation certificate.
