The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China proposed strict market supervision, quality supervision and safety supervision, and strengthened illegal punishment. In order to further strengthen the management of natural resources in Beijing, according to the Circular of the General Office of the Ministry of Natural Resources on Carrying out the Evaluation of Natural Resources in 2019 (Zi Ran Zi Ban Fa [2019] No.36), the Beijing Municipal Commission of Planning and Natural Resources will carry out the special investigation for natural resource assessment agencies from October 2019 to May 2020.

This special investigation is carried out in principles of legal inspection, standardization procedures, and objectiveness and fairness, by way of the self-inspection by assessment agency, on-site key verification, expert review, third-party evaluation and others to verify basic access conditions, appraisers' practice behavior, and land assessment reports and other content, accelerate the establishment of natural resource assessment industry self-discipline, market supervision, credit evaluation and other systems, increase the investigation and punishment on violations of laws and regulations, further refine and improve the standards and rules of assessment technology, to make the natural resource assessment agencies step into the track of fair competition and steady development.

The scope of the investigation is that an assessment agency and practitioner engaged in natural resource assessment activities in the administrative area of Beijing, focusing on the investigation of the land assessment agencies that have been filed.
