Recently, the Beijing Municipal Commission of Planning and Natural Resources convened a briefing session on the Measures for the Allocation of Special Indicators for Rail Transit Integration in Beijing. Participants included relevant municipal departments, divisions of the Commission, affiliated institutions, district branches, the Beijing Municipal Commission of Housing and Urban-Rural Development, and Beijing Infrastructure Investment Co., Ltd. The session aimed to implement the decisions of the Central Conference on Urban Work and the arrangements of the CPC Beijing Municipal Committee and Municipal Government, promote the concept of transit-oriented development, advance rail transit integration at a high level, and facilitate effective policy implementation.
The Commission provided an overview of the Measures (Trial) and the implementation guidelines, and explained the procedures and standards for the application and allocation of special indicators. The Measures establish a municipal-level pool of special indicators for rail transit integration, covering three categories of projects: comprehensive development projects, urban renewal projects, and major projects related to rail transit integration. They guide the orderly release of building scale over time and its precise spatial allocation, and establish a management mechanism featuring municipal guidance, district-level responsibility, dynamic balancing, and benefit feedback. The Measures also promote the concentration of spatial resources in areas with high public transit accessibility and strengthen coordination with the development of rail micro-centers, supporting the creation of high-quality integrated projects.
The meeting emphasized the significance of rail transit integration and called for coordinated efforts among municipal, district, and enterprise stakeholders. Districts were encouraged to make full use of the policy framework, advance implementation through concrete projects, and ensure smooth application of relevant policies. Relevant departments and divisions were urged to provide proactive guidance and support, while all entities were encouraged to focus on key issues in public travel, foster innovation in planning and design, and enhance urban governance through refined and people-centered approaches.
Going forward, the Commission will work with relevant municipal departments, districts, and related entities to strengthen policy application, enhance planning implementation around rail transit stations, and facilitate the deployment of appropriate major projects in station areas. Efforts will be made to advance high-level planning and construction of rail transit integration and micro-centers during the 15th Five-Year Plan period, improve the overall effectiveness of rail transit systems, enhance the efficiency of spatial resource utilization, and promote intensive and high-quality urban development.
