City Task Force Holds Coordination Meeting to Advance Procedural Completion Work

On the morning of December 12, 2025, the City Task Force Office convened a coordination and progress meeting on procedural completion work at Conference Room 2708 of the Beijing Municipal Commission of Planning and Natural Resources. Participants included members of the Commission’s dedicated procedural completion task force from the Special Governance and Coordination Division, the Division of Natural Resources Protection, the Law Enforcement Task Force, the Beijing Real Estate Registration Center, the Beijing Institute of Surveying and Mapping, as well as responsible officials from the Dongcheng, Chaoyang, Shunyi, Changping, Fangshan, Daxing, and Pinggu district branches.

At the meeting, the City Task Force Office briefed participants on overall progress made this year in procedural completion efforts. District branches that have yet to complete their annual targets—and that rely on procedural completion to support the year’s illegal construction rectification tasks—reported in turn on current progress, key project advancement, and plans for the month. Changping District shared its experience and good practices in advancing procedural completion work.

The meeting reached a consensus that, for procedural completion projects involving land acquisition and real estate registration, the Division of Natural Resources Protection and the Beijing Real Estate Registration Center will provide targeted support to improve processing timelines and efficiency. The meeting stressed that: 1) all districts must maintain close focus on the remaining procedural completion projects for the year, reverse-track key schedule milestones, and ensure steady progress across all stages so as to obtain required certificates as quickly as possible; 2) the City Task Force Office will take a more proactive role by coordinating with the State Administration of Government Offices on projects requiring the issuance of the “one document and one letter,” and by urging the Beijing Real Estate Registration Center to give priority attention to municipal-level projects in order to further shorten processing times; and 3) a joint review meeting is planned for December 15 to examine the inclusion of procedural completion projects in the annual illegal construction governance tasks, with complex or difficult cases to be reviewed on a case-by-case basis through dedicated deliberations.
