Half-Year Progress Report on Citywide Real Estate Registration Services

Since the Beijing Municipal Commission of Planning and Natural Resources launched the citywide real estate registration service on June 11, 2025, this reform initiative—designed to address common pain points for businesses and the public—has been in operation for six months. As of December 16, a total of 6,992 cross-district real estate registration cases had been completed citywide, reducing travel by approximately 257,000 kilometers for applicants—equivalent to circling the equator 6.4 times, or 60 round trips between Beijing and Guangzhou. The reform has effectively lowered both time and transportation costs for businesses and residents, delivering a genuine doubling of efficiency for high-frequency registration services.

Today, at any district-level registration service hall across the city, applicants can complete cross-district registration nearby without geographic constraints, leaving behind the inconvenience of repeated cross-district travel and multiple visits. The impact of this reform is reflected not only in visible savings of time and travels, but also in a fundamental leap in service efficiency: While individual procedures remain streamlined, citywide coordination has significantly enhanced overall processing efficiency; full online application has elevated service capacity; cross-district coordination has improved service quality at service windows; simplified material submission has accelerated approval timelines; and reduced access thresholds, supported by digital and intelligent technologies, have raised the overall level of reform.

Real estate registration represents the Commission’s front line in serving the public and supporting enterprises, and a key lever for improving the business environment. Going forward, real estate registration staff citywide will continue to uphold a people- and business-centered approach, deepen the “streamlining administration and improving services” reform, and further refine the citywide service model through digital and intelligent solutions. By enhancing assisted services, flexible service arrangements, and supporting measures, the Commission aims to deliver more precise services and more efficient processes, ensuring that this foundational task produces results of higher value and broader public recognition—injecting strong momentum into building a high-quality business environment for Beijing’s high-quality development.
