Recently, three natural resource registration units—namely, the Beijing Songshan National Nature Reserve, the Xiangtang Beigou limestone mining area in Changping District, and the Wangcun exploration area (Shimenying) in Mentougou District—have successfully completed registration and entry into the official registry. These represent the first batch of natural resources for which the Beijing Municipal People’s Government has acted as the proxy owner on behalf of the State at the municipal level. Together with the five registration units previously completed under the trusteeship of district-level people’s governments, Beijing has now finalized the registration of all categories of natural resources, including water bodies (rivers and reservoirs), nature reserves, forests, and mineral resources with proven reserves. This achievement marks a significant shift in the city’s focus from cadastral surveys to ownership registration of natural resources. It also represents an important step toward improving the property rights system for natural resource assets and safeguarding their ownership interests, thereby providing a strong institutional foundation and guarantee for advancing ecological civilization and promoting green development in the capital.
