Implementing urban renewal is a major strategic initiative put forward by the CPC Central Committee. Since the Beijing Urban Renewal Regulations came into effect on March 1, 2023, a solid legal foundation has been established to advance urban renewal in the capital. To implement the Beijing Urban Renewal Regulations, the Beijing Municipal Commission of Planning and Natural Resources has successively introduced a series of supporting policies that have played an important role in facilitating the implementation of various urban renewal projects across the city.

To provide a more intuitive understanding of how these planning and land policies are applied in practice—and to help market entities and government departments at all levels make full and effective use of relevant policies—the Commission has organized and compiled the Guidelines on Case Studies of Planning and Land Policies Applied in Urban Renewal Projects in Beijing, which are hereby released.

The Guidelines feature 19 representative cases, covering residential, industrial, facility, public space, and area-based comprehensive urban renewal projects. Each case illustrates the application of relevant planning and land policies to varying degrees, serving as a practical reference for policy application in future initiatives.
