On August 6, 2025, Zhang Wei presided over a coordination meeting between the Beijing Municipal Commission of Planning and Natural Resources and the Ministry of Natural Resources on supporting Beijing’s high-quality economic development. Deputy Directors-General Tian Yanjun and Xu Zimeng of the Department of Property Rights of the Ministry led the delegation. Representatives from the Department of Surveying and Mapping, the Department of Cultivated Land Protection, the Bureau of Spatial Planning, the Department of Land Use Control, as well as members of the Ministry’s Resident Service Taskforce, attended the meeting. From the Commission, Zhou Tongwei, Shi Xiaodong, and Qin Mingjian, along with colleagues from the Division of Natural Resource Ownership Rights, the General Office, the Research Office, Planning Execution Division III, the Division of Natural Resources Survey and Monitoring, the Division of Natural Resource Development and Utilization, the Division of Natural Resources Protection, the Master Planning Division, and the Special Taskforce for Post-Disaster Recovery and Reconstruction, also participated in the discussion.
The Division of Natural Resource Development and Utilization, the Division of Natural Resources Protection, and the Special Taskforce for Post-Disaster Recovery and Reconstruction each outlined policy needs for support from the Ministry of Natural Resources. These focused on the reduction of urban and rural construction land, suspected flood-affected farmland, and post-disaster recovery and reconstruction.
Deputy Director-General Tian Yanjun conveyed that the Ministry’s leadership is paying close attention to Beijing’s work and fully affirmed the city’s policy approach. Officials from the relevant departments addressed each request with guidance on policy and implementation, and noted they would continue to follow developments and respond to new challenges as they arise.
Zhang Wei said the meeting was held in the context of two major developments: Beijing’s work to carry out the decisions of the Central Urban Work Conference, and the city’s emergency response and recovery efforts following the recent heavy rainfall. He made three points: First, Beijing should move quickly to set clear and practical standards for reducing urban and rural construction land in line with the Master Plan, and he asked for the Ministry’s understanding and support, including with regard to survey data standards. Second, as post-disaster recovery moves ahead, new challenges are likely to arise, and he hoped the Ministry would continue to provide guidance and support. Third, he thanked the Ministry’s Resident Service Taskforce for its earlier support for Beijing, and said a second list of items requiring the Ministry’s assistance would soon be submitted.
The Commission will follow the instructions of the municipal leadership, make full use of the Ministry’s on-site research mechanism, deepen cooperation between the Ministry and the city, and contribute to the capital’s high-quality development with the Ministry’s guidance and support.
