2024 Progress Report on Handling of Recommendations and Proposals

In 2024, the Beijing Municipal Planning and Natural Resources Commission handled 379 recommendations and proposals redirected from Beijing Municipal People’s Congress and Beijing CPPCC, as well as 13 from the National People’s Congress and CPPCC.

These proposals addressed key urban planning and natural resource issues for Beijing, including the implementation of the city’s master plan, municipal transportation and infrastructure, land conservation and utilization, urban renewal, and property registration. All assigned tasks were completed on time as required.

Throughout the handling process, the Commission has leveraged these recommendations and proposals as valuable resources for informed decision-making and improved work practices, all aimed at advancing high-quality development in the capital’s planning and management of natural resources. The Commission has 1) Strengthened Organizational Oversight: The Commission promptly convened leadership meetings to collectively review the handling of recommendations and proposals. A structured accountability system was established, led by the Commission’s primary leaders, with designated leaders overseeing scheduling, responsible departments conducting research and responses, and the General Office coordinating and tracking progress. 2) Enhanced Analysis and Research: Responsible departments conducted specialized research on each recommendation and proposal, accurately understanding the views and suggestions of representatives. By aligning with practical needs, departments analyzed and developed solutions and response plans to address key issues raised. 3) Improved Communication: During the response phase, the Commission actively engaged with representatives to incorporate their insights. Additionally, updates on relevant projects and policies were shared with representatives, ensuring transparency regarding ongoing efforts to address raised concerns.
