As flood control enters the critical “July-August” period, following President Xi Jinping’s instructions as well as the decisions of the CPC Beijing Municipal Party Committee and Commission for Discipline Inspection, and with a view to raising the awareness of disaster prevention and reduction, Wang Heyou, a member of the Commission’s Party Leadership Group and head of the Discipline Inspection and Supervision Team, led an inspection on July 24 at the Huairou Branch. Deputy Director Jiang Yun of the Discipline Inspection and Supervision Team and Deputy Director Jia Honggang of the Geological Survey Management Division accompanied the inspection.
The team first attended a “Geological Disaster Prevention Inspection Meeting” at the Huairou Branch chaired by Liu Jinhui, the Branch’s Party Secretary and Director. Liu reported on efforts to implement President Xi’s instructions on flood control and disaster relief, emphasizing a proactive approach aiming at “zero casualty”, innovative work measures, an effective emergency command system, and enhanced fund supervision for disaster management. Zhao Naihui, head of the Branch’s Discipline Inspection Team, reported on the supervision of geological disaster prevention. The inspection team reviewed nine key documents on the implementation of President Xi’s instructions and decisions from the CPC Beijing Municipal Party Committee and Commission for Discipline Inspection.
At 10 a.m. on July 24, Huairou District issued an orange rainstorm warning. Wang led the team to the landslide hazard site in Jiaojiehe Village of Yanxi Town to check on personnel evacuation, safety point locations, and material reserves. The team verified basic information of at-risk households with the Jiaojiehe Village Committee and inspected houses threatened by the landslide. At the Ganheyu debris flow management site in Duanshuling Village, Wang reviewed the current status and listened to reports on the “1+N+n” emergency command plan, mobilizing Branch leaders, researchers, and regulatory offices to inspect and monitor key geological disaster prevention areas and significant hazard points.
Wang commended the Huairou Branch for its innovative measures, including the five-level risk assessment and efficient operation of the “1+N+n” flood season emergency command system. He emphasized the critical importance of flood control and the need for a unified approach, implementing President Xi’s instructions and adhering to Comrade Zhang Wei’s remarks at the 2024 flood season geological disaster prevention meeting. He called for heightened risk awareness, a strong bottom-line mindset, and comprehensive understanding of the severity of the situation. Accountability must be enforced at all levels, with strengthened monitoring, early warning, inspection, and patrol efforts to ensure unwavering geological disaster prevention. The discipline inspection department should enhance its supervisory role, intensifying daily supervision of all aspects of geological disaster prevention. Key issues and critical areas, such as effective implementation of responsibilities, smooth operation of mechanisms, thorough hazard investigation, and on-duty emergency response, should be closely monitored to ensure their primary and supervisory responsibilities are fulfilled. Wang also called for providing robust support for flood control and disaster relief with stringent discipline.
