To follow through the deployment of CPC Beijing Municipal Committee and Beijing Municipal Government, and improve urban rail transit, Level-I Inspector Zhang Yaqin recently convened a seminar with Deputy Director Zhao Beiting of the Municipal Major Projects Office. Key representatives from relevant government bodies, including the Municipal Development and Reform Commission, district governments, Beijing Infrastructure Investment Co., Ltd. (BJINFRA), and the Rail Transit Planning arm of the Beijing Municipal Commission of Planning and Natural Resources, participated in the discussions.
The meeting focused on addressing challenges in rail transit planning and construction. District departments and BJINFRA presented reports on project progress and current bottlenecks. In-depth discussions ensued on promoting high-quality development, advancing specific projects, and overcoming construction hurdles.
The Seminar emphasized the need for BJINFRA to expedite preliminary procedures for the third phase of rail transit development according to the overall construction plan. High-quality implementation of the “2024 Beijing Urban Rail Transit Construction Plan” was also stressed so as to ensure completion of annual targets.
A critical point raised was the need to avoid prioritizing implementation over necessary approvals in rail transit construction. Strengthening internal management of application processes and expediting approvals were highlighted. Additionally, BJINFRA was urged to uphold the development concept of “city by rail” in promoting integrated planning and construction of rail transit projects.
Looking ahead, the Commission will take a proactive lead in planning, providing essential services to support efficient and high-quality advancement of Beijing’s urban rail transit network.
