On April 25th, the Beijing Municipal Human Resources and Social Security Bureau release the “Decision on Rewarding Staff and Institutions with Great Achievement in 2023.” This decision recognized the outstanding contributions of 26 individuals and 18 institutions. Notably, the Disaster Prevention Office of the Beijing Institute of Geological & Prospecting Engineering was among the esteemed recipients of this award.
The Disaster Prevention Office of the Beijing Institute of Geological & Prospecting Engineering is a key player in emergency investigation, monitoring, and early warning systems for geological disasters in Beijing. In 2023, facing heavy rainfalls, the Office acted in line with General Secretary Xi Jinping’s national security vision and directives on flood control. It followed the mandates of the Municipal Party Committee in prioritizing the “life first, people first” principles and played a pivotal role in disaster prevention and control, focusing on technical defense and support, post-disaster investigations, and reconstruction efforts. Its actions ensured the safety of lives and properties, preserved environmental integrity, and contributed to Beijing’s stability and development.
Fulfilling Responsibilities to Meet the Disaster Head On
During the heavy rainfall event of “23.7,” the Disaster Prevention Office played a crucial role by conducting scientific research to assess disaster risks. It collaborated with the Beijing Municipal Planning and Natural Resources Commission to issue timely warnings and risk alerts, aiding in evacuation efforts coordinated with local governments. This proactive approach led to a remarkable 76% success rate in warning of road collapses at the county level and above, effectively safeguarding lives. Additionally, the Office conducted remote sensing interpretation of geological disasters, producing the “Emergency Rescue Corridor Map,” opening lifelines and ensuring road safety in heavily affected areas like Fangshan and Mentougou. Despite challenges such as water and electricity shortages and communication disruptions, frontline investigators traversed mountainous terrain to identify over 3000 hidden dangers within 8 days. Their efforts provided crucial technical support for disaster assessment, management, and post-disaster resettlement. Through unified action and collaboration with frontline emergency teams, the Office formed a cohesive force, effectively ensuring the geological safety of the capital city.
Watching over Each Other and Rebuilding the City after the Disaster
The Office of Disaster Prevention is committed to enhancing monitoring and early warning capabilities. The project to upgrade systems for sudden geological disasters in Beijing has been approved by the Beijing Municipal Development and Reform Commission. Leveraging its expertise, the Office supports the Beijing Municipal Commission of Planning and Natural Resources in developing disaster reconstruction plans and projects. Additionally, it integrates planning and natural resources initiatives, continuing its contributions to this critical field.

In 2023, the Disaster Prevention Office was honored with several prestigious awards: the National Advanced Unit of the Natural Resources System, the Outstanding Unit for Annual Progress in Geological Survey Work, the Excellent Organization Award in the Second National Geological Surveyor (Geological Hazard Direction) Skills Competition, the Outstanding Unit in Beijing Employee Skills Competition, and the Second Prize in the “Evaluation of Outstanding Engineering Survey and Design Achievements in Beijing” for “Emergency Investigation for Sudden Geological Hazards”. Additionally, numerous outstanding research achievements have emerged, and one employee was awarded the “Capital Labor Medal.”
