Beijing Municipal Institute of City Planning & Design Held the 2023 Annual Work Summary Meeting

The Beijing Municipal Institute of City Planning & Design (the “Institute” hereinafter) convened its 2023 annual work summary meeting on January 31 to review the accomplishments of the past year, outline tasks for the upcoming year, and recognize outstanding teams and individuals. Zhang Wei, Secretary of the Party Leadership Group and Director General of the Commission, delivered a speech at the meeting, which was attended by leaders of the Commission such as Wang Heyou, Niu Rui, Zhou Nansen and Shi Weiliang and esteemed former leaders of the Institute such as Ke Huanzhang, Ma Liangwei, Pan Yiling and Wang Yin. The conference, presided over by Zhang Xiaoxin, Deputy Secretary of the Party Leadership Group of the Institute, was attended by all staff members of the Institute and senior executives from the Homedale Urban Planning & Architects Co., Ltd., an affiliated enterprise of the Institute.

During the meeting, Shi Xiaodong, Party Secretary and President of the Institute, presented a report titled “Original Mission and Confidence: Wrapping up 2023 and Planning Ahead for 2024”. The report reviewed the achievements of 2023 and outlined plans for 2024, focusing on thematic education, planning and research, think tank development, and technological innovation, covering 18 specific tasks in 6 key categories.

The report underscored the imperative for the Institute to align with Xi Jinping Thought of Socialism with Chinese Characteristics for the New Era in 2024. It emphasized the comprehensive implementation of the spirit of the 20th CPC National Congress and its 2nd Plenary Session, as well as the Central Economic Work Conference. It stressed the need to adhere to the decisions and directives of the CPC Central Committee, the Municipal Party Committee, the Municipal Government and Party Committee. The focus going forward will be on executing the city’s master plan within the broader strategic framework, with a view to enhancing economic dynamism, elevating social expectations, and improving livelihoods. The guiding principle remains rooted on the happiness of the people and the development of the nation. With resolute determination and a forward-looking mindset, efforts will center on the pivotal question of what type of capital to construct and how to build it, which entails a holistic approach to planning and advancing the work of the Institute.

During the conference, outstanding teams and individuals were recognized for their contributions, and six staff representatives delivered speeches highlighting key achievements and challenges from the previous year such as economic-related efforts, major investment programs such as the Beijing Administrative Center, planning execution of super-large non-construction spaces, municipal repository of transportation infrastructure projects and post-disaster recovery.

During his address, Comrade Zhang Wei praised the Institute for its accomplishments in 2023, highlighting its significant role in city planning and development. He emphasized the importance of balancing high-quality development and high-level security. Zhang outlined several key requirements for planners centering on 1) Two Densities: Planners must consider both population density and capital investment density in economic and social operations, and understanding the dynamics of these densities is crucial for effective planning. 2) Two Impacts: High-quality development efforts should aim to enhance both the livability and convenience of the city, as well as their impact on decision-making and public sentiment. 3) Two Perspectives on Safety: Efforts to ensure high-level safety should encompass the overall sense of security in the city while fostering resilience. Beijing, as a mega-city, must prioritize resilience and strengthen the value assessment of security in its initiatives.
