On the afternoon of January 11, the Beijing Municipal Commission of Planning and Natural Resources joined the Beijing Municipal Development and Reform Commission in a meeting discussing the repository of transportation infrastructure projects. The meeting deliberated the criteria for projects entering the municipal pool, and their comprehensive socioeconomic benefit after execution. Comparative analyses were made between the pool of planning projects, the “projects-of-the-year” pool and the pool of projects in initial stages of execution. Using the Xiyuan Transportation Hub as an example, the meeting analyzed the benefit of proactive planning and its roles in addressing urban system issues.
The meeting concluded that the planning repository mechanism for municipal transportation infrastructure projects is important for strengthening planning guidance, improving project maturity, and enhancing investment efficiency. Additionally, the practice is a crucial lever for refining the project generation mechanism. The Commission will work with the Municipal Development and Reform Commission and other competent authorities as well as the industry to enhance communication, coordination, and synergy. Furthermore, the two Commissions should establish a consultation mechanism for project repository to strengthen the management of transportation infrastructure projects in Beijing from a planning and execution perspective.
