On March 2nd, Shi Xiaodong, member of the Party Leadership Group, Chief Planner and Director General of the Beijing Municipal Commission of Planning and Natural Resources, was invited to the first session of “Ordinance for Renewal,” a dialogue series hosted by the Beijing Urban Renewal Alliance. The purpose of the series is to discuss the implementation of the Beijing Urban Renewal Ordinance (BURO), which came into force on March 1, 2023.
The BURO is a regulation designed to provide a top-level framework for addressing the challenges of urban renewal within the existing legal framework. It is an important milestone in promoting rule of law in urban renewal.
The seminar was chaired by Mr. Wang Chonglie, head of Beijing Institute for Urban Renewal, and attended by competent government authorities and representatives in the field of urban renewal.
During the seminar, Shi Xiaodong discussed the key points of innovation in planning and land policies in the renewal regulations, as well as the next steps for refining and implementing the regulations. The event was attended by representatives from government management departments and renewal bodies, including the Ministry of Housing and Urban-Rural Development (MOHURD), the Beijing Municipal Commission of Planning and Natural Resources, the Beijing Municipal Committee for Housing and Urban-Rural Development, Changping District Government, as well as Shougang Group and Gaohe Capital.
Several speakers addressed the implementation of the Ordinance, including Dong Liang, Director of the Urban Renewal Department of the Beijing Municipal Committee for Housing and Urban-Rural Development, who introduced the general implementation of the BURO; Ruan Qingge, Deputy General Manager of Shoukai Group, who discussed the problems encountered in project development and the countermeasures proposed by the BURO; and Liu Xiaodong, Deputy Mayor of Changping District, who briefed an update on the implementation of the Ordinance in Changping District.
Mr. Wang Ke, Deputy Director General of the Department of Building Energy Efficiency and Technology of MOHURD, commented on the Ordinance and the urban renewal progress in Beijing from a general perspective as a representative of the key guiding authority of urban renewal work.
With the official implementation of the Ordinance, the Beijing Institute for Urban Renewal will play a crucial role in Beijing’s urban renewal initiatives. It will continue exploring the best path of urban renewal and help build Beijing into a world-class, harmonious, and livable city.
