On February 2, the Party Secretary of District Party Committee Liu Wei led a group of people to the Fangshan Branch of Beijing Municipal Bureau of Land and Resources for Special Investigation on Land and Resources Management. The Deputy District Head Wu Huijie, the District Party Committee Office Director Chen Shuolin, and the Research Office Director Wei Guangxun accompanied the investigation. During the investigation, the Secretary Liu Wei firstly inspected the sites of the Gongchen Office Hangtian Garden project, Haotian Spa Villa project, No. 1-6 Land Project in Qibu District, Changyang township, and Xiaoqinghe Western District project, to know about the projects progress. Then, he went to the Fangshan Branch to listen to the reports of the Director Ren Zhenqiu on land reserve, land plan revision, and the second national land survey. In the report on land reserve, Ren pointed out that under the correct leadership of the District Party Committee, the District Government, and the Municipal Bureau, they actively promoted the operation of land reserve projects. In 2008, they completed 4 site projects in Fangshan, realizing government revenue of RMB0.149 billion, plus with RMB0.612 billion settled at the end of 2007, and total land revenue of the government was RMB0.761 billion. In 2009, Fangshan District plans to supply 150-hectare land, and the expected land revenue is RMB0.5 billion.
　　After listening to the reports, the Secretary Liu Wei fully affirmed the work of the Fangshan Branch in the recent years. He pointed out that under the leadership of the District Party Committee, the District Government and the Municipal Bureau, Fangshan Branch did a lot of effective jobs in land management. The first were clear ideas. Fangshan Branch was able to conscientiously perform their duties with clear ideas during the urbanization and industrialization promotion process, in accordance with the requirements of the Municipal Party Committee and the City Government, the District Party Committee and the District Government.. The second were their down-to-earth works. Fangshan Branch not only did a good job in current works, but also paid attention to long-term job; for example, the adjustment to land planning, and other overall long-term works were all carried out step by step. The third was service in place. The problem of land was the core issue for our development, but also a leading issue. With regard to the problem of how to provide better services for development of the whole district, Fangshan Branch could start from the aspect of Fangshan and provide heart-felt services for the towns and enterprises with the laws and regulations involved, to promote our development. The fourth was strict management. Fangshan Branch was able to manage land in accordance with the laws. It could be said that Fangshan could not have developed so well, without the works done by the Bureau. On how to implement the scientific concept of development and accelerate development of Fangshan, the Secretary Liu Wei emphasized that through study of implementing the scientific development concept at the previous stage, Fangshan Branch made great progress in theoretical level and working ideas.The Branch should further realize the current situation of the time. In particular, the influence of the financial crisis was both opportunities and challenges for Fangshan Branch. The Secretary demanded Fangshan Branch to do a good job in the following two aspects. Firstly, the Branch shall safeguard growth, people's life, and stability under the guidance of the scientific development concept. Secondly, holding the red line of 1.8 billion mu of arable land and never waver on behalf of the country, which is a test for study of implementing the concept of scientific development. Faced with the new situation, the Secretary Liu Wei put new requirements on land and resources management: Firstly, the unique advantages of land and resources management shall be given full play to. The Branch shall not only do a good job in service, but also in management; shall actively promote the progress of urbanization and treat acceleration of the progress as the power of development. Secondly, the new problems shall be actively studied. In order to implement the speech of the Secretary Liu Qi and the Mayor Guo Jinlong at the People's Congress of the city; the Branch shall seriously study and solve the problems of handling the abandoned mines, abandoned factories, and brick pits. Finally, he stressed: Fangshan Branch has obtained significant achievement; facing the the future challenges and opportunities, He hopes the Branch will make greater efforts and greater contribution to the development of Fangshan District.
